Objectives

The primary objective of this tender is to procure the supply and delivery of proficiency testing water samples for analysis of Chlorophyll a, Algal Identification, Algal Enumeration, and Microcystin. The samples are intended for use by the Hydrobiology laboratory at Resource Quality Information Services (RQIS) over a period of 12 months, with four rounds of participation annually from February to November 2026. The aim is to ensure accurate, reliable, and statistically analyzed proficiency testing to support water quality assessments.

Scope

The scope of the tender includes:

• Supply and delivery of proficiency testing water samples for Chlorophyll a, Algal Identification, Algal Enumeration, and Microcystin analysis.
• Participation in four rounds per annum, from February to November 2026.
• Each water sample must have a minimum volume of 2500 mL.
• Provision of comprehensive statistical analysis reports for each round, including outlier detection, median or true value comparison, z-score tabulation, and participant counts.
• Adherence to ISO/IEC17043 standards for proficiency testing schemes.
• Delivery of samples to RQIS at Roodeplaat Dam, Pretoria, for each round.

Technical Requirements

The technical specifications for the samples and reporting include:

• Provision of four rounds of proficiency testing samples annually, with each sample having at least 2500 mL volume.
• Samples must be analyzed and results statistically evaluated, including outlier detection and z-score calculations.
• Reports must include detailed statistical analysis, outlier identification, z-scores, and participant numbers.
• The scheme must comply with ISO/IEC17043 standards.
• Results evaluation reports must be sent via email to participants promptly after each round.

Skills Requirements

The successful service provider must possess:

• Expertise in water quality analysis, specifically in Chlorophyll a, algal identification, enumeration, and Microcystin testing.
• Experience in organizing and managing proficiency testing schemes according to ISO/IEC17043 standards.
• Capability to produce detailed statistical analysis reports, including outlier detection and z-score calculations.
• Logistical capacity to deliver water samples reliably to the specified location in Pretoria for each testing round.
• Knowledge of quality assurance and compliance with relevant standards and regulations.
