Objectives

The primary objective of this tender is to supply and deliver spectacles, including various types such as bifocal, multifocal, single vision, low vision devices, and contact lenses, in accordance with specified standards and specifications. The aim is to ensure the provision of quality optical devices to meet the needs of Northdale Hospital and related health services.

Scope

The scope encompasses the supply and delivery of a range of spectacles and optical devices as detailed in the attached specifications. The procurement includes different types of lenses, frames, contact lenses, and accessories, with options for standard, bifocal, multifocal, and low vision devices. The contract is a once-off procurement with a validity period of 90 days, and the total contract amount should not exceed R450,000. The delivery location is Northdale Hospital, KwaZulu-Natal.

Technical Requirements

The technical specifications include:

• Complete sets of spectacles with metal and plastic frames, including lenses (organic plastic, polycarbonate, high refractive index), with various tints (fixed, gradient, photochromic), and anti-reflection coatings.
• Frames must be SABS approved, suitable for all face shapes and sizes, with a pupillary distance range of 40–80mm, and available in multiple colours.
• Contact lenses: rigid gas permeable (RGP), soft lenses, with specified prices and solutions.
• Low vision devices such as telescopes, magnifiers, and mounted spectacles with specified magnifications.
• Accessories for replacement and repairs, including nose pads, screws, and tint additions.
• All devices must meet the relevant SABS/SANS standards, with samples available for inspection before appointment.
• Guarantees of at least 3 months for devices, with warranties valid for 12 months from delivery.
• All equipment and accessories must be compatible with existing systems, and no additional equipment should be required post-delivery.

Skills Requirements

Applicants must demonstrate:

• Registration as a qualified optical company with the necessary licensing and accreditation.
• Proven experience in supplying optical devices and spectacles that meet national standards.
• Compliance with tax and legal requirements, including VAT registration and tax clearance.
• Ability to provide technical support, warranties, and after-sales service.
• Capacity to deliver within the specified timeframe and meet quality standards.
• Knowledge of procurement policies and adherence to the Department of Health’s supply chain management regulations.
