Tender Summary

Objectives

The primary objective of this tender is to procure a qualified service provider to supply and professionally install seven (7) network points at the National Health Laboratory Service (NHLS) Cofimvaba Laboratory. The engagement aims to enhance laboratory connectivity infrastructure while adhering to strict public procurement compliance, quality standards, and budgetary thresholds.

Scope of Work

The successful bidder will be responsible for the end-to-end provisioning and installation of network points across two designated locations within the laboratory:

  • Six (6) network points at the Reception area
  • One (1) network point at the Main Laboratory

The scope encompasses all labour, materials, consumables, accessories, supervision, overheads, profit, royalties, applicable taxes, levies, and disbursements necessary to deliver a fully functional installation. No goods may be delivered or services rendered until an official NHLS Purchase Order is issued. The contractor must ensure minimal disruption to ongoing laboratory operations during execution.

Technical Requirements

  • All installations must comply with the NHLS General Conditions of Contract (GCC) and applicable national standards for structured cabling and network infrastructure.
  • Quotations must be submitted in South African Rand (ZAR). Value Added Tax (VAT) must be excluded from unit prices but included in the final total.
  • The quotation validity period is ninety (90) days from the closing date.
  • Total pricing must not exceed the RFQ threshold of R1,000,000.00.
  • Bidders must submit a completed pricing schedule, signed acceptance of the GCC, valid Tax Compliance Status (TCS) PIN or certificate, Central Supplier Database (CSD) registration number, and all prescribed Standard Bidding Document (SBD) forms.
  • Pricing is fixed for the contract duration and subject to NHLS benchmarking and due diligence.
  • Bidders must demonstrate a history of similar completed projects via the mandatory schedule of work.

Skills Requirements

  • Proven technical expertise in structured cabling, network point termination, and low-voltage infrastructure installation.
  • Experience working within healthcare, laboratory, or regulated institutional environments is highly advantageous.
  • Administrative proficiency to navigate public sector procurement processes, including accurate completion of compliance forms, tax verification, and B-BBEE documentation.
  • Project management capability to adhere to delivery timelines, coordinate site access, and maintain health and safety standards throughout installation.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
