Objectives

The primary objective of this tender is to procure, deliver, and install secure, durable, and weather-resistant industrial roller doors at Ngwelezana Hospital under the KwaZulu-Natal Department of Health. The project aims to upgrade facility security infrastructure while ensuring rapid deployment through a streamlined, once-off supply and installation process.

Scope

• Supply and install three (3) units of industrial roller shutter doors.
• Contract duration: Once-off execution with a strict delivery and installation period of fifteen (15) working days (three weeks) from award.
• Includes dismantling and removal of existing scrap door components, followed by site cleanup and handover of fully operational units.
• All costs, including transportation, installation, and VAT (if applicable), must be bundled into a single firm price.

Technical Requirements

• Operation & Design: Industrial-grade vertical roller shutters that close upwards, roll neatly into their housing, and incorporate a self-retrieving mechanism.
• Materials: Constructed using aluminium slats to ensure structural integrity, weather resistance, and low maintenance.
• Security Features: Fully lockable systems designed to provide maximum security for hospital premises.
• Dimensions: As documented: height 260mm × length 290mm; height 260mm × length 270mm; and height 260mm × length 290mm. Bidders must verify these measurements against actual site openings prior to quoting.
• Quality & Compliance: Goods must be new, unused, and compliant with relevant SANS/SABS standards. Expired or second-hand products are strictly prohibited. Products must remain valid for a minimum of six months post-delivery.
• Warranty: Minimum twelve (12) months warranty covering defects in design, materials, or workmanship from the date of delivery and acceptance.

Skills and Qualification Requirements

• Regulatory Compliance: Valid Central Suppliers Database (CSD) registration, current tax clearance status, and a fully completed Bidder’s Disclosure (SBD4) form.
• Industry Certification: Construction Industry Development Board (CIDB) registration with a minimum grade of 1GB.
• Technical Competence: Demonstrated capability in sourcing, transporting, mechanically fitting, aligning, and commissioning industrial roller doors, including testing of locking and automatic retrieval systems.
• Administrative Compliance: Submission of unaltered official quotation forms, accurate SARS-compliant pricing, and a completed Preference Points Claim Form (SBD 6.1).
• Financial & Performance Capacity: Ability to provide performance security (irrevocable bank guarantee or cashier’s cheque) within thirty (30) days of contract notification.

Explanation of Unusual or Complicated Terms

• Self-Retrieving Mechanism: A spring-assisted or counterbalanced system that automatically retracts the door into its overhead casing when released, eliminating manual lowering risks and ensuring consistent, smooth operation.
• CIDB Grade 1GB: A foundational contractor grading issued by the Construction Industry Development Board for general building works. Although this is primarily a goods-supply contract, it is mandated to verify baseline construction and installation competency.
• 80/20 Preference Point System: A public procurement evaluation model where eighty percent of the total score is allocated to price competitiveness, and twenty percent is reserved for socio-economic transformation goals (specifically, full points for enterprises that are 100% owned by Black Africans).
• General Conditions of Contract (GCC) & Special Conditions of Contract (SCC): Standardised legal frameworks governing state procurement. GCC establishes baseline rights, obligations, penalty structures, and dispute resolution protocols, while SCC introduces project-specific amendments that take precedence over conflicting GCC clauses.
