Objectives

The primary objective is to enhance hospital monitoring and safety by supplying, installing, and commissioning an integrated High Definition Internet Protocol (IP) Close Circuit Television (CCTV) system at St Marys District Hospital. The system must seamlessly integrate with any existing analogue infrastructure while providing reliable, secure, and expandable surveillance capabilities across critical hospital zones.

Scope of Work

• Installation & Commissioning: Supply and install 11 HD IP cameras across designated areas including OPD, main entrance, patient administration, mortuary, doctors’ offices, and the new OPD shelter.
• System Integration: Connect and integrate the new IP network with existing analogue CCTV infrastructure where applicable.
• Training: Deliver comprehensive operational training for hospital staff and managers to ensure independent system operation.
• Guarantee & Warranty: Provide a 12-month guarantee covering all repairs, workmanship, and breakdowns at no additional cost. Core components (cameras, NVRs, monitors) carry a 3-year manufacturer warranty.
• Maintenance: Offer a 24-month post-guarantee maintenance contract (optional, extendable by 24 months), including quarterly inspections, daily backups, and 24/7 emergency support with an 8-hour maximum repair turnaround.
• Documentation & Handover: Deliver editable electronic and paper layout plans, wiring diagrams, equipment inventories, and software manuals. All project records remain the exclusive property of the hospital.

Technical Requirements

• Cameras: Vandal-proof, weatherproof IP dome/bullet units with infrared, motion detection, 1080p resolution, low-light capability (0.05 Lux), and rear cable exits to prevent tampering.
• Network Video Recorder (NVR): Minimum 32-channel capacity, 8TB–18TB storage supporting 21–30 days retention, 1080p streaming, analytic viewing, frame rotation/enlargement, redundant recording, and advanced motion detection algorithms.
• Monitoring & Workstations: Wall-mounted LED monitors (≥32 inches) displaying up to 16 feeds each; dedicated control workstations featuring Intel i7 processors, 8GB RAM, 120GB SSD, and Windows 10 64-bit OS.
• Networking & Power: Managed switches with 50% spare port capacity and high throughput; uninterruptible power supply (UPS) providing minimum 60 minutes backup; comprehensive surge protection, earthing, and lightning bonding compliant with SANS standards.
• Cabling & Infrastructure: Heavy galvanised steel conduits, corrugated sleeves, UV-proof outdoor routing, strictly separated from IT cabling, with permanent cable numbering and detailed schedules.
• Software & Security: Perpetual software licenses (no recurring fees), graphical user interface for resource management, multi-tier access controls (Administrator to Viewer), data encryption, firewall protection, and automated daily backups.

Note: IP CCTV refers to digital surveillance cameras that transmit video over a network rather than traditional coaxial cables. An NVR (Network Video Recorder) is a central server that stores, manages, and analyzes digital footage from IP cameras.

Skills and Qualification Requirements

• Company Registration: Valid Central Supplier Database (CSD) registration, tax compliance, CIDB grading (minimum 1ME), and PSIRA registration for both the company and field technicians.
• Experience: Proven track record of completing at least three similar electronic security or CCTV installation projects within the past three years, supported by reference letters and completion certificates.
• Personnel Competency: Project team must include qualified engineers and technicians with a minimum of three years’ hands-on experience in CCTV installation, network configuration, and software deployment. Certified qualifications and CVs must be submitted.
• Specialized Trades: All electrical installations must be performed or supervised by a licensed electrician compliant with SANS 0142. Engagement of a surge protection specialist is strongly advised.
• Project Management: Submission of a detailed implementation plan outlining timelines, resource allocation, testing protocols, training strategy, and minimal disruption measures during healthcare operations.

Note: CIDB (Construction Industry Development Board) and PSIRA (Private Security Industry Regulatory Authority) are mandatory South African regulatory bodies verifying contractor construction competence and security service provider legitimacy.
