Objectives

The primary objective is to secure a qualified contractor to upgrade infrastructure and enhance security across four rural health facilities under the KwaZulu-Natal Department of Health. The project aims to provide safe awaiting areas for patients, replace deteriorating roofing, improve building aesthetics through painting, and install security barriers, all while maintaining uninterrupted healthcare delivery.

Scope of Work

The contract encompasses supply, delivery, installation, and painting services across multiple clinic sites:

• Ibisi Clinic: Construction and installation of a 3m x 3.5m awaiting patient shelter.
• Sihleza Clinic: Removal of existing roof sheeting and installation of new profiled roofing.
• Ladam Clinic: Preparation and painting of exterior walls.
• Singisi Clinic: Painting of interior walls.
• Rietvlei Hospital: Supply and installation of an expandable security gate.

All works must be completed within one week of site handover. Structural components and supplied materials carry a minimum six-month guarantee period.

Technical Requirements

• Patient Shelter: Must feature hot-dip galvanized 76mm square tubing posts, 150mm x 50mm lip channel beams, 50mm/100mm lip channel purlins, and 0.40mm gauge profiled roof sheets (Aluzinc or Chromadek finish).
• Roofing Replacement: Installation of 0.5mm Chromadek IBR roof sheeting in traffic green.
• Painting Works: Use of Matt acrylic PVA paint with a 10-year warranty. Exterior works require crack filling and skimming; interior works apply to walls only.
• Regulatory Compliance: All installations must comply with the National Building Regulations, SABS wiring standards, Occupational Health and Safety Act, and KZNPA standard preambles. A Certificate of Compliance for any electrical work must be submitted post-completion.
• Health & Safety: Contractors must submit a site-specific Health and Safety Plan with risk assessments tailored to an active clinical environment. All materials must be securely stored to prevent patient access or accidents.

Skills and Experience Requirements

• Proven capability demonstrated by submitting valid proof of at least one similar completed project (order confirmation and completion certificate or delivery note) from public or private healthcare facilities.
• Operational experience executing construction and maintenance works within live health facilities without disrupting medical services.
• Minimum contractor classification of CIDB Grading 1GB and above.
• Full administrative compliance, including Central Supplier Database (CSD) registration, valid SARS tax clearance status, and submission of all prescribed Standard Bidding Document (SBD) forms.

• Chromadek/IBR: IBR stands for "Inverted Box Rib," a widely used profiled steel roofing system. Chromadek refers to a specific coated steel product known for corrosion resistance and durability.
• SBD Forms: Standard Bidding Documents mandated by South African government procurement regulations. These include disclosure forms, preference claims, and contractual acknowledgments required for legal compliance.
• CIDB Grading: The Construction Industry Development Board contractor classification system. Grade 1GB indicates eligibility for small-scale civil engineering and building works up to a specified financial threshold.
