Objectives

The primary objective of this tender is to procure, deliver, and professionally install commercial-grade laundry equipment at Northdale Hospital to support the efficient washing of patient linen. The contract is a once-off supply and installation service aimed at ensuring immediate operational readiness while adhering to public sector procurement regulations.

Scope of Work

• Supply, deliver, and install one 13kg top-loading automatic washing machine.
• Supply, deliver, and install one 10kg front-loading tumble dryer.
• Connect and commission the necessary water drainage system for the washing machine.
• Conduct on-site testing and provide operational training to designated hospital staff.
• Complete all installation and commissioning activities within one week of contract award.

Technical Requirements

• Equipment must be single-phase commercial automatic models compliant with SANS/SABS standards.
• All supplied goods must be brand new, unused, and incorporate the latest design improvements.
• Installation must strictly comply with the Occupational Health and Safety Act and the Department of Health’s standard specifications.
• A mandatory twelve-month warranty must cover both the equipment and workmanship against defects, malfunctions, and leaks.
• Quoted prices must be firm, inclusive of VAT, transport, labour, overheads, and all incidental services.
• Bidders must confirm specification compliance, state delivery timelines, and ensure all products have a minimum remaining shelf life of six months.

Skills and Qualification Requirements

• Contractors must hold a minimum Construction Industry Development Board (CIDB) grading of 1GB.
• A valid trade test plumber certificate is mandatory for all plumbing-related installation work.
• Bidders must submit verifiable proof of relevant experience, specifically one completed plumbing repair order accompanied by a formal completion certificate.
• Installation must be executed by competent, skilled artisans under the direct supervision of a qualified contractor representative.
• All personnel must maintain strict adherence to occupational health and safety protocols throughout the project duration.

• CIDB Grading 1GB: A Construction Industry Development Board classification indicating minimum financial turnover and operational capacity required for small-scale construction and specialised plumbing projects.
• 80/20 Preference Point System: A South African public procurement evaluation model allocating 80 points to competitive pricing and 20 points to socio-economic goals. In this tender, full preference points are awarded exclusively to enterprises physically located and operating within the uMgungundlovu district.
• SBD Disclosure Forms: Standardised government bidding documents (SBD4 for conflict-of-interest declarations and SBD6.1 for preference point claims) that must be submitted unaltered; failure to complete them accurately results in automatic disqualification.
• Compulsory Site Meeting: A mandatory pre-bid briefing held at the hospital stores department. Attendance is strictly enforced, and non-participation leads to immediate disqualification regardless of quote quality.
• Performance Warranty: A contractual guarantee requiring the supplier to rectify any equipment failures, installation defects, or plumbing issues at zero cost to the purchaser within the specified period, including coverage for water exhaust and mechanical malfunctions.
