Objectives

The primary objective of this Request for Quotation (RFQ) is to procure, deliver, and install barcode label printers across multiple National Health Laboratory Service (NHLS) diagnostic facilities in KwaZulu-Natal. The initiative aims to enhance sample tracking efficiency and laboratory workflow automation through reliable, compliant hardware and comprehensive staff training.

Scope of Works

The contract encompasses the complete supply chain and deployment of 84 barcode label printers across fourteen (14) designated NHLS laboratories. The scope includes:

• Delivery of all equipment to specified laboratory sites.
• Professional installation, configuration, and testing of each printer.
• End-user training for laboratory staff on safe operation, routine maintenance, and troubleshooting.
• Inclusion of all direct and indirect costs, including labour, materials, consumables, accessories, software, supervision, overheads, profit, royalties, taxes, levies, and exchange rate variations.
• Submission of an official manufacturer’s specification brochure to validate compliance.

Technical Requirements

Bidders must supply printers that strictly adhere to the following specifications. Non-compliance with any item will result in disqualification:

• Printing Technology: Direct Thermal or Thermal Transfer.
• Maximum Label Length: 991 mm.
• Maximum Label Width: 108–118 mm.
• Interface: USB connectivity.
• Print Resolution: Minimum 203 dpi (8 dots per mm).
• Operating System Compatibility: Microsoft Windows.
• Power Requirements: 220/230V AC, 50–60 Hz.
• Warranty: Minimum 12 months coverage from installation.

Skills and Experience Requirements

Although no formal professional licenses are mandated, the tender requires demonstrable operational competence and relevant track record:

• Technical Installation Capability: Proven ability to deploy, network, and configure barcode printers within clinical laboratory IT environments without disrupting ongoing operations.
• Past Performance: Bidders must provide a documented schedule of similar contracts executed, including project value, duration, start/end dates, and client reference contacts.
• Training Proficiency: Capacity to design and deliver structured training sessions tailored to non-technical laboratory personnel.
• Administrative & Compliance Readiness: Valid Central Supplier Database (CSD) registration, SARS Tax Compliance Status (TCS) PIN or certificate, and fully completed standard bidding documentation (SBD forms).

Key Terms and Unusual Requirements

80/20 Preference Point System: Bid evaluation allocates 80% weighting to price and 20% to Broad-Based Black Economic Empowerment (B-BBEE) specific goals. Points are awarded for ownership by black individuals residing in rural, underdeveloped areas, or townships, and for Exempted Micro Enterprises (EMEs) or Qualifying Small Enterprises (QSEs). Claimants must submit SANAS-accredited verification certificates or legally sworn affidavits.

Tax Compliance Status (TCS) PIN: A mandatory unique identifier issued by the South African Revenue Service (SARS) to verify a bidder’s tax standing. Submissions lacking a valid TCS PIN or Tax Clearance Certificate are automatically invalidated.

Central Supplier Database (CSD) Registration: A national government registry requiring supplier details for procurement transparency. A valid MAAA registration number or CSD summary report must accompany the bid.

General Conditions of Contract (GCC): Standard National Treasury contractual terms govern the agreement, including fixed pricing, penalty clauses for delayed delivery, and procedures for contract termination or dispute resolution.

Quotation Validity: All submitted prices must remain binding for 90 days from the submission deadline. Late or incomplete submissions will not be considered.
