Objectives

The primary objective is to procure and install secure, standardized lockable doors and lockers for hospital staff in designated clinical wards, ensuring operational efficiency, staff security, and strict compliance with provincial health department infrastructure standards. Additionally, the tender aims to advance socio-economic transformation by awarding preference points to enterprises owned by youth.

Scope

• Supply and installation of 18 lockable doors for staff lockers in the Neonatal Block F/Ground Floor ward.
• Supply and installation of a single locker unit divided into 20 lockable compartments for the TCC ward.
• Complete execution within one calendar day, including daily site cleanup and legal disposal of all construction debris.
• Provision of a twelve-month warranty covering all supplied and installed items.
• Adherence to occupational health and safety protocols, mandatory site induction, and pre-installation material approval.

Technical Requirements

• Neonatal Ward Doors: Dimensions of 379mm × 364mm × 16mm. White doors must feature white edging; grey doors must feature grey edging. All units require 1mm PVC edging and must exactly match the existing hospital locker material and finish.
• TCC Ward Lockers: Overall dimensions of 1950mm × 1800mm × 16mm, configured with twenty individual lockable compartments finished in grey and white melamine.
• Documentation & Compliance: Valid Central Supplier Database (CSD) registration, updated CIPC company documents, B-BBEE verification certificate or sworn affidavit, valid tax clearance, public liability insurance, letter of good standing, and proof of prior similar deliveries or financial capacity covering at least 40% of the quotation value.
• Contractual Standards: Full compliance with General Conditions of Contract (GCC), Special Conditions of Contract (SCC), and standard bidding declarations.

Skills and Qualification Requirements

• The executing contractor must hold valid carpentry or building and construction qualifications recognized for structural and joinery works.
• All on-site personnel must verify their professional qualifications with the hospital’s chief artisan or appointed representative before work commences.
• Bidders must demonstrate proven experience by submitting at least one previous order and delivery note for comparable goods, or provide financial documentation proving liquidity equivalent to 40% of the quoted amount.
• Familiarity with public sector procurement processes, including accurate completion of standard bidding forms and adherence to supply chain management directives, is mandatory.

• CIDB GB1 Grading: A Construction Industry Development Board classification indicating basic competency for small-scale general building and joinery projects. It certifies the contractor meets minimum thresholds for project size and complexity.
• CSD Registration: A mandatory National Treasury database where all government suppliers must register to validate tax compliance, company status, and banking details before being eligible for public contracts.
• SBD 4 & SBD 6.1: Standard Bidding Documents required by South African procurement law. SBD 4 mandates disclosure of any personal or business relationships between the bidder and state employees to prevent conflicts of interest. SBD 6.1 is the claim form used to request preference points for designated socioeconomic goals.
