Objectives

The primary objective of this tender is to secure a reliable supplier capable of providing high-quality, compliant body bags to support the safe storage, handling, and transportation of human remains at Umphumulo Hospital, operating under the KwaZulu-Natal Department of Health.

Scope

This is a once-off supply contract covering the delivery of 400 white body bags across three specified sizes: 150 units of Large, 150 units of X-Large, and 100 units of XX-Large. All goods must be delivered directly to the hospital's designated logistics/store facility. Quoted prices must be firm, inclusive of all applicable taxes, and fully cover delivery costs to the site. The quotation validity period is 90 days from the closing date.

Technical Requirements

• Colour & Type: White, single-use/disposable
• Closure: Must feature a functional zip mechanism
• Material Properties: Heavy-duty construction, fluid-resistant, and completely non-see-through
• Condition: New, unused, and free from manufacturing defects; products must retain a minimum shelf life of six months upon delivery
• Compliance: Must strictly conform to the attached specification sheet; bidders must explicitly confirm compliance in their submission
• Packaging: Adequate to prevent damage or deterioration during transit; samples may be requested during evaluation but are not mandatory at submission

Skills and Experience Requirements

• Proven Track Record: Submission of at least two verifiable trade references demonstrating successful past deliveries and confirmed payments
• Default History: Bidders must not have a record of failing to deliver contracted goods without acceptable justification
• Regulatory Compliance: Valid registration on the Central Suppliers Database (CSD) with an active tax clearance status
• Corporate Documentation: Current CIPC registration certificate, B-BBEE verification certificate or sworn affidavit, and a SAPHRA certificate
• Financial & Operational Capacity: Demonstrated ability to meet delivery timelines and sustain performance security if awarded

• 80/20 Preference Point System: A standard South African public procurement scoring model where 80 points are allocated to price competitiveness and 20 points to specific socio-economic transformation goals (in this case, companies with at least 51% black ownership)
• SAPHRA Certificate: A sector-specific accreditation commonly required in healthcare supply chains to verify that suppliers meet established health, safety, quality management, and ethical trading standards
• Prime Interest Rate Penalty: A contractual clause stipulating that delays in delivery will incur daily financial penalties calculated using the prevailing prime lending rate until actual delivery is completed
• Cover-Quoting Prohibition: A strict anti-fraud measure prohibiting individuals or entities from submitting multiple bids through different registered companies for the same opportunity; violation results in immediate disqualification and potential restriction from public sector contracts
