Objectives

The primary objective of this tender is to supply and deliver cardiac blood pressure monitors that meet specified technical and quality standards. The procurement aims to ensure the availability of reliable, user-friendly multi-parameter monitors suitable for intensive care settings, with capabilities including ECG, NIBP, temperature, SpO2, IBP, and optional side-stream capnography. Additionally, the tender seeks to establish a comprehensive support system through training, installation, maintenance, and calibration services to ensure optimal functionality and compliance with health standards.

Scope

The scope encompasses the supply, delivery, installation, commissioning, and end-user training of multi-parameter monitors as per detailed specifications. It includes providing equipment that complies with international safety and performance standards, supporting future upgrades, and ensuring ongoing maintenance and calibration. The scope also covers supporting documentation, manuals, and demonstration units, as well as adherence to legal and regulatory requirements related to hazardous substances, radiation licensing, and electrical safety.

Technical Requirements

• Physiological multi-parameter monitors suitable for intensive care, capable of measuring ECG, SpO2, heart rate, respiration, invasive pressures, NIBP, temperature, and optional side-stream capnography.
• Compatibility with various brands of central station monitoring systems.
• Microprocessor-controlled with automatic self-test and calibration features.
• Display parameters including waveform and digital readouts with high-resolution LCD colour screens (minimum 45 cm diagonal).
• Operation off 220 V, 50 Hz AC power with internal rechargeable batteries supporting at least 2 hours of backup.
• Compliance with IEC 60601-1, IEC 60601-2-27, and IEC 60601-2-30 standards.
• Support for future hardware and software upgrades at no additional cost.
• Inclusion of all necessary manuals, brochures, and technical data sheets.
• Equipment must be CE certified and, where applicable, licensed under the South African Radiation Control Act and Hazardous Substances Act.
• Guarantee period of a minimum of 12 months, with provisions for maintenance, calibration, and training during and after the warranty period.

Skills Requirements

• Manufacturers' trained technicians for service, repair, and calibration of the equipment.
• Support staff with established service and repair facilities within KwaZulu-Natal, including qualified technicians based locally.
• Technical personnel capable of providing comprehensive training to end-users and technical staff, including calibration, maintenance, and troubleshooting.
• Demonstration and evaluation teams with expertise in clinical performance assessment of medical equipment.
• Compliance with legal licensing requirements, including Radiation Control licenses and hazardous substances registration.
• Ability to provide ongoing technical support, updates, and modifications as per the specified upgrade policies.
