Objectives

The primary objective is to improve facility navigation and emergency safety by supplying, delivering, and installing standardized photoluminescent warning and directional signage across St Apollinaris Hospital and three associated clinics. The initiative ensures clear wayfinding for patients and staff while meeting provincial health infrastructure safety standards.

Scope

The contract encompasses the provision of 57 signage units distributed across four locations: St Apollinaris Hospital, Sokhlela Clinic, Qulashe Clinic, and Kilmun Clinic. The scope includes manufacturing, transportation, and professional installation of all specified signs. Logistics require single-trip deliveries to each site. The agreement is a one-off supply with a 90-day pricing validity period.

Technical Requirements

• All signage must be constructed from hard plastic and hold valid SABS/SANS certification.
• Signs must be photoluminescent and LED-compatible to guarantee visibility during power failures.
• Detailed specifications mandate exact dimensions, colors, and text for each category, including emergency exits, stair warnings, restricted zones, assembly points, restroom indicators, mandatory PPE notices, wellness clinic markers, pharmacy duty signs, and departmental directories (acute/minor ailments, chronic diseases, maternal health, and health support services).
• Products must be brand new, unused, and retain a minimum shelf life of six months upon delivery.
• All delivery, transport, and installation costs must be fully inclusive in the quoted price.

Skills & Qualification Requirements

• Bidders must maintain a minimum CIDB grading of 1SF, demonstrating foundational competency in specialized installation works.
• Active registration on the Central Suppliers Database (CSD) is compulsory.
• Valid tax clearance documentation from the South African Revenue Service (SARS) must be submitted.
• Bidders must prove operational capacity with no history of unexcused delivery defaults.
• Preference points are allocated for enterprises manufacturing within KwaZulu-Natal, requiring verifiable proof of local production.
