Objectives

The primary objective of this quotation is to supply, deliver, and install replacement heat exchanger plates and centrifugal pumps at designated plant rooms within Madadeni Hospital. The project aims to restore and maintain critical hospital mechanical infrastructure by removing outdated equipment and commissioning new, compliant units, ensuring uninterrupted operational capacity for the facility's heating and fluid distribution systems.

Scope of Work

• Remove existing pumps and install new 0.7kW centrifugal pumps (90-degree configuration) at Plant Rooms 10, 15, and 3.
• Supply and install one heat exchanger plate.
• Provide all necessary ancillary components, including male reducers, Class 2 copper piping, and male fittings.
• Clean and clear the work area upon completion.
• All works must be fully executed within a strict one-day contract period.

Technical Requirements

• Contractor must hold a valid CIDB ME (Mechanical Engineering) registration.
• All supplied materials and equipment must be SABS approved.
• Bidders must submit a completed specification compliance form confirming adherence to technical drawings and standards.
• Proof of past performance is mandatory: a stamped purchase order and completion certificate for a similar mechanical installation service.
• Work will be supervised by a Department of Health representative during standard operating hours (Monday to Friday, 07:30 to 16:00).
• Attendance at a compulsory briefing session is required; failure to attend results in immediate disqualification.

Skills and Qualifications Requirements

• Proven technical competency in mechanical engineering, specifically in the safe removal, installation, and commissioning of heat exchangers and centrifugal pumping systems.
• Valid Central Supplier Database (CSD) registration with verified tax compliance status.
• Submission of a valid CIPC ownership certificate and identity documents for all directors.
• BBBEE compliance documentation (certificate or sworn affidavit) to support preference point claims.
• Demonstrated ability to execute complex mechanical installations efficiently, safely, and to a high standard within a highly constrained one-day timeframe.

• CIDB ME Grading: Refers to the Construction Industry Development Board’s Mechanical Engineering contractor classification. It certifies that the bidder possesses the specialized technical capacity, financial standing, and qualified personnel required for mechanical, plumbing, and HVAC-related construction works.
• 80/20 Preference Point System: A South African public procurement evaluation model where 80% of the total score is allocated to competitive pricing and 20% to socio-economic goals. In this tender, the full 20 points are reserved exclusively for enterprises that are 100% owned by Black Africans.
• SABS Approved: Indicates that all goods and materials must conform to standards set by the South African Bureau of Standards, ensuring durability, safety, and regulatory compliance suitable for healthcare facility environments.
