Objectives

The primary objective of this tender is to supply and deliver uniforms and related apparel items to Estcourt Hospital's Supply Chain department, ensuring the provision of quality, standard-compliant clothing and accessories for staff, including uniforms, shoes, hats, raincoats, and other specified items.

Scope

The scope encompasses the procurement, supply, and delivery of various uniforms and apparel items as detailed in the specifications. This includes items such as shirts, trousers, shoes, jerseys, dust coats, socks, raincoats, hats, skirts, dresses, and other related clothing for staff at Estcourt Hospital, KwaZulu-Natal. The contract is a once-off supply with a validity period of 90 days from the award date, covering the full range of specified items in the tender documentation.

Technical Requirements

The technical requirements specify that all supplied items must meet the following standards:

• Conform to the detailed specifications provided in the annexed forms, including fabric composition, design features, sizes, and compliance with SABS standards.
• Items must be new, unused, and of current models, with no defects arising from design, materials, or workmanship.
• All items must be SABS approved where specified.
• Items such as uniforms, shoes, raincoats, hats, and skirts must meet the detailed specifications including fabric type, colour, size, and additional features like waterproofing, reinforced seams, and safety standards.
• Samples must be provided upon request for evaluation and testing.
• All items must be delivered in packaging that prevents damage during transit and complies with specified packing requirements.
• Suppliers must provide necessary documentation such as tax clearance, BBBEE certificates, CIPC registration, and relevant health authority approvals.

Skills and Competency Requirements

The tender stipulates that bidders must demonstrate:

• Proven capacity to supply and deliver the specified range of uniforms and apparel within the stipulated timeframe.
• Experience in supplying government or healthcare institutions, with evidence such as previous orders and delivery notes.
• Compliance with technical specifications and standards, including providing samples for evaluation.
• Ability to produce or source items that meet quality standards, including SABS approval and other relevant certifications.
• Proper understanding of procurement regulations, including adherence to the Preferential Procurement Regulations 2022, and submission of all required documentation.
• Capacity to provide all necessary supporting documents such as BBBEE certificates, tax compliance certificates, and CSD registration.
• Effective logistics and delivery capabilities to ensure timely submission of goods to the designated delivery point at Estcourt Hospital.
