Objectives

The primary objective of this tender is to supply, deliver, and carry out repairs on various load management equipment installed across nine (9) 66/11kV substations within the Sol Plaatje Municipality. The scope includes maintenance, fault diagnosis, testing, and commissioning of equipment used for ripple control and load management, enabling remote switching and demand control of municipal loads.

Scope

The scope encompasses:

• Routine inspection of load management components such as ripple control transmitters, injection transformers, coupling capacitors, tuning coils/line traps, isolating transformers, control panels, and protection systems.
• Fault finding and troubleshooting of signal injection failures, communication faults, and transformer issues.
• Repair or replacement of faulty capacitors, damaged coils, wiring, control relays, and electronic modules.
• Testing and calibration of equipment, including measurement of output currents, voltages, and adjustment as needed.
• Replacement of receivers (supplied by the municipality) and ensuring communication links and GPS systems are operational.
• Preparation of re-commissioning reports for each substation.

Technical Requirements

The technical requirements include:

• Provision of all labor, tools, test equipment, and supervision necessary for maintenance and repairs.
• Compliance with all relevant standards and safety regulations, including working on HV installations.
• Use of approved methods for fault diagnosis, testing, and calibration.
• Adherence to health and safety protocols, ensuring personnel are authorized and trained for HV work.
• Completion of preventive maintenance, fault repairs, testing, component replacements, and re-commissioning as per specifications.

Skills Requirements

The contractor must demonstrate:

• Proven experience in working with 66/11kV substations and ripple control/load management systems.
• Availability of specialized test instruments, calibration tools, and fault diagnostic equipment.
• Capability to perform routine inspections, fault diagnosis, repairs, testing, and calibration of load management equipment.
• Knowledge of relevant safety standards and procedures for HV electrical work.
• Ability to produce detailed reports and documentation for maintenance and commissioning activities.
