Objectives

The primary objective is to procure and deliver essential firefighting equipment to support the Bitou Municipality's fire services division. The initiative aims to strengthen emergency response capabilities by ensuring the timely provision of reliable, compliant equipment.

Scope

The scope covers the complete supply and delivery of firefighting equipment as specified in the quotation documents. The municipality reserves the right to evaluate bids per unit rate, per section, in total, or to establish a panel of service providers. The maximum allowable contract value is R 300 000.00 (inclusive of VAT).

Technical Requirements

Detailed technical specifications, quantities, performance benchmarks, and compliance standards for the firefighting equipment are contained within the official quotation documents. Bidders must ensure all supplied items meet applicable South African safety and quality standards for firefighting gear. No additional technical certifications are mandated beyond standard industry compliance.

Skills Requirements

Suppliers must demonstrate proven experience in sourcing, supplying, and delivering firefighting equipment. Required capabilities include efficient logistics management, strict adherence to delivery timelines, and the capacity to provide necessary after-sales support or warranties. Financial stability and operational readiness to fulfill orders within the stipulated timeframe are expected.

• Contract Duration: 90 days from the date of award.

• 80/20 Preferential Procurement Policy: Evaluation allocates 80% weighting to price and 20% to Broad-Based Black Economic Empowerment (BBBEE) status level. BBBEE is a national policy framework designed to redress historical economic inequalities through enterprise development, ownership participation, and skills development.
• Panel Award: The municipality may select multiple successful bidders to form a service provider panel rather than awarding a single contract, enabling flexible and ongoing procurement across different sections or units.

Evaluation Criteria

Bids will be scored out of 100 points based on Price (80 points) and BBBEE Status Level (20 points). The contract will be awarded to the highest-scoring bidder(s). No mandatory site meetings or information sessions are scheduled.
