Objectives

The primary objective is to supply, deliver, and install dry wall partitioning and associated fixtures within the laundry area of St Andrews Hospital. The project aims to upgrade facility infrastructure while ensuring strict adherence to provincial health department standards, occupational health and safety legislation, and quality assurance protocols.

Scope of Work

• Supply and install dry wall partitions according to specified dimensions and finishes.
• Replace existing fluorescent lighting with LED fixtures.
• Supply and install a laminate countertop with stainless steel support poles.
• Install a single-bowl stainless steel kitchen sink with an integrated cupboard, mixer, and water connection.
• Maintain a clean and safe work environment, including daily debris removal and protection of existing hospital furnishings.
• Complete all works within a four-week period (one week material procurement lead time and three weeks on-site execution) commencing strictly from the official Site Handover Certificate.

Technical Requirements

• Partition Framework: Donn Ultra STEEL Track (102mm x 35mm) fixed with staggered lines at 600mm centres.
• Lining & Finishing: 15mm FireStop RhinoBoard on both sides with staggered joints; application of Rhino tape, embedded corner beads, skim coat plaster, and two coats of Plascon Velvaglo paint over a universal undercoat.
• Fixtures & Fittings: Standard aluminium door frame, 75mm aluminium skirting, wall-mounted oak ash laminate countertop (4000mm x 700mm x 40mm) supported by six 50mm stainless steel poles, and a white melamine-finished sink cupboard with stainless steel handles.
• Quality & Standards: All materials must be SABS-approved and pre-cleared by the maintenance supervisor prior to installation. Work must comply with the Occupational Health and Safety Act 85 of 1993, National Building Regulations, and Department of Health standard trade preambles.
• Safety Documentation: Submission of a comprehensive Safety File containing baseline and task-based risk assessments, an approved SHE plan, emergency procedures, PPE protocols, and electrical inspection certificates.

Skills and Qualification Requirements

• Valid CIDB Registration (GB grading).
• Proof of qualification as a Refrigerants Technician / Gas Practitioner (SAQCC GAS).
• Registration with the Department of Labour and a Letter of Good Standing.
• B-BBEE Status Verification Certificate or sworn affidavit (for EMEs/QSEs).
• Central Supplier Database (CSD) registration and valid Tax Clearance Certificate.
• Employment of a competent, skilled site supervisor capable of executing instructions and managing workforce progress.
• Engagement of an independent, registered Qualified Safety Officer to develop and approve the project-specific Health and Safety Plan post-award.

Notable Terms and Conditions

SAQCC GAS Requirement: Although primarily a civil/partitioning project, bidders must hold SAQCC GAS certification. This certifies competency in gas appliance installation and refrigerant handling, likely included due to potential utility connections, ventilation, or adjacent mechanical systems in the laundry area.

Site Handover Trigger: The contractual timeline does not begin upon contract signing but strictly upon issuance of a formal Site Handover Certificate. Contractors must factor this administrative step into their scheduling and material procurement.

Preferential Procurement (80/20 System): Evaluation uses an 80-point price criterion and 20-point specific goal criterion. Full preference points are allocated to enterprises that are at least 51% owned by Black people, requiring proof via CIPC ownership certificates or CSD reports.

Fixed Pricing & No Escalation: The contract price is firm and not subject to cost escalation formulas. Bidders must absorb all labour, material, and transport cost increases throughout the contract period, with VAT adjustments being the only exception.
