The primary objective is to replace two faulty water heating units at the Linen Department of Grey’s Hospital. The procurement aims to restore reliable hot water supply through the professional supply, installation, and commissioning of two new high-pressure 150-litre geysers, ensuring full compliance with national safety and building standards while maintaining uninterrupted hospital operations.
The successful bidder will execute a complete turnkey installation process, which includes:
Bidders must supply brand-new, unused high-pressure 150-litre geysers that meet or exceed South African National Standards (SANS/SABS) specifications. All installations must strictly adhere to the South African Bureau of Standards Code of Practice for National Building Regulations, the KwaZulu-Natal Provincial Administration (KZNPA) Standard Preambles and General Electrical Specifications, the SABS Code of Practice for the Wiring of Premises, and the Occupational Health and Safety Act 85 of 1993. The equipment must remain valid for a minimum of six months upon delivery. Given the operational nature of the hospital, all work must be executed without disrupting daily activities. Any damage to existing infrastructure caused during the project must be repaired by the contractor at their own expense. A valid Certificate of Compliance (COC) is non-negotiable and must be issued by a qualified electrician upon completion; this document legally certifies that all electrical work meets national safety standards. Additionally, bidders must be registered on the Central Suppliers Database (CSD), which is the national government vendor registry used to verify supplier legitimacy and tax compliance status.
The contractor must demonstrate specialized expertise in electrical and plumbing installations, specifically with high-capacity water heating systems. The service provider must operate this discipline as their core business and hold prior approval from the provincial health department. A valid Letter of Good Standing from the Department of Employment and Labour is mandatory. The technical team must possess certified qualifications to perform electrical wiring, pressure system modifications, and mechanical installations safely. Furthermore, bidders must complete all prescribed administrative forms, including the Bidder’s Disclosure (SBD 4), Preference Points Claim Form (SBD 6.1), and official quotation schedules. Offers will be evaluated using an 80/20 preference point system, a standard public sector evaluation method where 80 points are awarded for competitive pricing and 20 points are allocated for specific socio-economic transformation goals. To claim the 20 points, bidders must provide proof of at least 51% black ownership via a verified BBBEE (Broad-Based Black Economic Empowerment) verification certificate or a sworn affidavit.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
