Objectives

The primary objective of this tender is to procure and deliver twenty-five (25) four-fold bedside screens to Nkonjeni Hospital under the KwaZulu-Natal Department of Health. The acquisition aims to improve clinical workflow efficiency and safeguard patient privacy during examinations, treatments, and ward rounds.

Scope

This is a one-off supply contract for medical furniture. The successful bidder will be responsible for sourcing, manufacturing or assembling, packaging, and transporting the specified screens directly to the hospital's designated receiving area. The quotation validity period is ninety (90) days, and the contract operates on a single-delivery basis. All transportation, handling, and delivery costs must be fully incorporated into the quoted unit price.

Technical Requirements

• Product Configuration: Four-panel, wheeled bedside screen designed specifically for clinical environments.
• Construction & Materials: Must feature a robust plastic frame, integrated caster wheels for easy mobility, and continuous curtain coverage across all four panels.
• Quality & Condition: Items must be brand new, unused, and represent the most recent manufacturing models. Second-hand, refurbished, or expired stock is strictly prohibited. All supplied items must have a minimum remaining validity period of six months upon delivery.
• Documentation & Compliance: Bidders must complete official government quotation forms without retyping. Pricing must be firm, inclusive of VAT (if registered), and accompanied by proof of Central Suppliers Database (CSD) registration and SARS tax compliance.

Skills Requirements

No specialized engineering, installation, or maintenance skills are mandated, as this is a straightforward goods supply tender. Bidders must demonstrate standard commercial supply chain capabilities, including reliable logistics coordination, inventory management, and accurate administrative processing. Familiarity with South African public sector procurement compliance, tax verification protocols, and preferential procurement documentation is essential for successful execution.

• 80/20 Preference Point System: A standardized procurement scoring model where 80 points are awarded based on competitive pricing and 20 points are allocated for specific socio-economic transformation goals, primarily granting full points to enterprises at least 51% owned by Black people.
• General Conditions of Contract (GCC) & Special Conditions of Contract (SCC): The GCC establishes universal legal obligations, including a twelve-month warranty period, dispute resolution pathways, and termination clauses. The SCC introduces project-specific rules, such as strict delivery deadlines, mandatory sample availability upon request, and explicit prohibitions against fraudulent quoting practices.
• Prime Interest Rate Penalty: A daily financial penalty applied to suppliers who miss the agreed delivery window. The penalty amount is calculated using the prevailing prime interest rate multiplied by the delayed value, accruing until actual delivery is completed.
• SBD 4 & SBD 6.1: Mandatory standard bidding documents. SBD 4 requires full transparency regarding any personal or professional relationships between the bidder and state employees to prevent conflicts of interest. SBD 6.1 serves as the formal claim mechanism for awarding preference points based on transformation targets.
• Cover-Quoting Prohibition: A strict anti-fraud regulation that forbids bidders from submitting multiple quotations under different company names for the same tender. Violation is classified as corruption and acquisition fraud, resulting in immediate disqualification and potential public sector blacklisting.
