Objectives

The primary objective of this tender is to procure essential medical sterilization verification supplies to support infection prevention and control protocols at Nkonjeni Hospital. The procurement aims to ensure continuous operational readiness of steam sterilization equipment through the reliable supply of validated testing materials.

Scope

This is a once-off supply contract covering the provision, packaging, transportation, and delivery of Bowie Dick test packs to Nkonjeni Hospital. The contract validity period is ninety (90) days from the date of award. All delivery costs must be factored into the quoted price, and delivery must be made to the designated hospital location. The Department reserves the right to accept or reject any quotation, and late submissions will not be considered.

Technical Requirements

• Product Specifications: Supply of 40 packets of Bowie Dick test packs. Each packet must contain 20 units. Items must be new, unused, and free from manufacturing defects.
• Quality & Shelf Life: Goods must comply with relevant South African Bureau of Standards (SABS) specifications. Expired products are strictly prohibited; all delivered items must retain a minimum shelf life of six (6) months from the delivery date.
• Documentation & Compliance: Bidders must submit fully completed official quotation forms, SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim Form), General Conditions of Contract (GCC), Special Conditions of Contract (SCC), and a valid BBBEE certificate or sworn affidavit. Failure to submit mandatory returnable documents will result in disqualification.
• Pricing & Payment Terms: Quotes must reflect firm, all-inclusive pricing. Value-Added Tax (VAT) applies only to registered vendors. Payment will be processed within thirty (30) days of invoice submission and formal acceptance of goods.
• Evaluation Criteria: The 80/20 preferential procurement system applies. Eighty (80) points are allocated for price competitiveness, and twenty (20) points are reserved for companies that are at least 51% owned by Black people, supported by certified ID copies of directors.

Skills Requirements

No specialized technical installation, commissioning, or training services are required. The supplier must demonstrate basic logistical capability to ensure timely delivery to the specified hospital site, maintain adequate stock levels, and comply with standard public sector supply chain management procedures. Familiarity with South African government procurement documentation and regulatory compliance is essential.

• Bowie Dick Test Pack: A disposable paper-wrapped chemical indicator pack used to test the performance of steam sterilizers (autoclaves) in healthcare facilities. It detects trapped air pockets that could compromise sterilization efficacy, ensuring surgical instruments are safely processed.
• SBD 4 & SBD 6.1: Mandatory South African government procurement forms. SBD 4 requires bidders to disclose any personal or business relationships with state employees to prevent conflicts of interest. SBD 6.1 is used to claim preference points under the Preferential Procurement Policy Framework Act.
• 80/20 Preference Point System: A standardized procurement evaluation method where bids are scored out of 100 points. Eighty points are awarded based on price competitiveness, while twenty points are allocated for meeting specific socio-economic transformation goals (in this case, black ownership).
