Objectives

The primary objective of this tender is to procure reliable, reusable cleaning brushes specifically engineered for the maintenance and hygiene of medical endoscopes within the Gastrointestinal Unit at RK Khan Hospital, ensuring compliance with provincial health department standards.

Scope

• Supply of 10 units of reusable endoscope channel cleaning brushes.
• Single delivery to RK Khan Hospital, KwaZulu-Natal Province.
• Once-off contract with a quotation validity period of 90 days.
• All transportation, handling, and delivery costs must be fully inclusive in the quoted price.

Technical Requirements

• Product Specification: Reusable brushes designed exclusively for washing endoscope channels. Must be compatible with scopes utilising 2, 3, 4, or 6 channels.
• Physical Attributes: Silver colouration, manufactured from metal and/or plastic components.
• Certification & Compliance: Products must display the SANAS logo. Bidders must submit a valid BBBEE certificate and a sworn affidavit.
• Quality & Condition: Goods must be brand new, unused, and free from manufacturing defects. Expired or second-hand items are strictly prohibited. All products must retain a minimum shelf life of six months upon delivery.
• Administrative Documentation: Mandatory registration on the Central Suppliers Database (CSD), provision of SARS PIN/VAT details, and completion of all standard procurement declaration forms.

Skills Requirements

No specialised labour or technical expertise is explicitly mandated for this supply contract. However, bidders must demonstrate:

• Proven capability to source and deliver medical-grade cleaning equipment that aligns with strict health department specifications.
• Operational competence in managing regulatory compliance, including SANAS accreditation verification, BBBEE documentation, and tax clearance validation.
• Logistical capacity to execute timely delivery to the designated hospital facility within agreed timeframes.

• SANAS Certification Requirement: The South African National Accreditation System verifies that testing and quality control processes meet internationally recognised standards. The mandatory SANAS logo ensures the brushes undergo rigorous independent quality assurance.
• Preferential Procurement (80/20 System): Evaluation allocates 80 points for price competitiveness and 20 points for specific socio-economic goals, granting full points to enterprises at least 51% owned by Black South Africans.
• Delay Penalties: Late deliveries incur financial penalties calculated daily using the current prime interest rate applied to the delivered price of delayed goods until actual delivery occurs.
• Anti-Collusion & Restriction Clauses: Cover-quoting or bid-rigging is strictly prohibited. Violations may result in immediate disqualification and a restriction penalty prohibiting the supplier from contracting with any public sector entity for up to ten years.
