Objectives

The primary objective of this tender is to supply and deliver an ECG machine that meets specified technical and quality standards, ensuring reliable diagnosis and monitoring of cardiovascular conditions within the designated healthcare facilities.

Scope

The scope encompasses the procurement, supply, delivery, installation, commissioning, and demonstration of a twelve-channel portable electrocardiograph (ECG) unit, including training, manuals, optional accessories, and maintenance support, to the specified health institutions in KwaZulu-Natal. The contract is a once-off purchase with an optional extended maintenance and service agreement.

Technical Requirements

• The ECG machine must be a modern, user-friendly device with a thermal dot matrix printhead.
• Built-in display capable of clearly showing ECG data, with specified size and resolution.
• Display must show both text and graphics, capable of displaying at least three ECG waveforms simultaneously.
• Supplied with a 10-lead ECG cable with banana plug connectors, supporting 3, 6, and 12 lead configurations.
• Ability to record and distinguish 12 leads via a 10-electrode patient cable, with lead identification.
• Control panel must indicate the lead being recorded.
• Hard copy ECG output on A4 size, Z-fold paper, with cost included in bid.
• Annotation features for device settings, date, patient name, and calibration pulse.
• Selectable recording speeds: 5, 25, and 50 mm/sec.
• Features for baseline drift compensation, QRS sound, and mains/muscle filtering.
• Device must operate off 220V AC and internal rechargeable battery, with specified battery type and capacity.
• Internal memory for storing ECGs, with transmission capability.
• Compatibility with disposable and re-usable electrodes.
• Provision of necessary accessories, manuals, and software for operation, calibration, and troubleshooting.
• Guarantee/warranty period of at least 24 months, with specified uptime and maintenance support.
• Optional accessories and upgrade policies must be clearly specified.

Skills Requirements

• Bidder must demonstrate technical and clinical evaluation of the equipment by a government institution, if applicable.
• Provision of full training to in-house technicians on calibration, maintenance, repair (down to PCB level), and troubleshooting.
• Establishment of a local service and repair facility within KwaZulu-Natal, with qualified technicians trained by the manufacturer.
• Availability of spare parts and software updates for the duration of the equipment’s lifecycle, with specified response times.
• Compliance with safety standards (IEC 60601-1, 60601-1-2), electrical safety, and electromagnetic compatibility.
• Submission of relevant licenses, certifications, and proof of manufacturer training and evaluation.
