Objectives

To procure two electrical kettles for staff use at RK Khan Hospital, ensuring safe, reliable performance and compliance with the KwaZulu-Natal Department of Health’s procurement regulations, quality standards, and preferential procurement policies.

Scope

A single, once-off supply contract for two (02) electrical kettles to be delivered to RK Khan Hospital. The procurement follows a formal quotation process governed by provincial health supply chain management rules. Bidders must submit physical quotations in sealed envelopes by the stipulated closing date and time. The contract is subject to standard General Conditions of Contract, Special Conditions of Contract, and mandatory compliance documentation. Evaluation will utilize an 80/20 preference point system, weighting price competitiveness and designated group ownership.

• Certification: Must comply with SANS/SABS specifications and bear the SANAS logo
• Warranty: Manufacturer warranty must be provided
• Pricing: Firm prices valid for 90 days, inclusive of all delivery costs and VAT (if applicable)
• Documentation: Valid BBBEE certificate, sworn affidavit/certificate, and active Central Suppliers Database (CSD) registration are mandatory. Quotations must declare compliance with specifications, confirm firm pricing, and state the delivery period.

Bidders must demonstrate standard commercial capability to source, transport, and deliver the specified goods within the agreed timeframe, along with the administrative capacity to compile and submit compliant quotation documentation.

Notable Terms & Conditions

• 80/20 Preference Point System: A standard South African public procurement framework allocating 80 points for competitive pricing and 20 points for socio-economic goals. Full points are awarded to enterprises 100% owned by Black African women.
• SANAS Logo Requirement: Indicates that the product must hold accreditation from the South African National Accreditation System, verifying independent testing and conformity with national quality and safety standards.
• Prohibition of Cover-Quoting: Strictly forbids bidders from submitting multiple quotations under different company entities to manipulate pricing or evaluation outcomes. Violation is classified as fraud and results in immediate disqualification.
• SBD 4 Conflict of Interest Declaration: A mandatory legal form requiring bidders to disclose any personal, familial, or business relationships with employees of the KwaZulu-Natal Department of Health to ensure transparency and prevent undue influence in the procurement process.
