Objectives

The primary objective is to procure four high-performance laptop computers for immediate operational deployment at RK Khan Hospital, ensuring reliable computing infrastructure for clinical and administrative staff within the KwaZulu-Natal Department of Health.

Scope

• Quantity: 4 units
• Contract Type: One-off supply agreement
• Delivery Destination: RK Khan Hospital
• Delivery Window: Within six weeks of contract award
• Service Boundaries: Supply, delivery, and warranty provision. On-site imaging and bulk installation are excluded for quantities below 25 units.

Skills & Compliance Requirements

• Vendor Registration: Active Central Suppliers Database (CSD) verification and valid SARS tax clearance/PIN
• Transformation Documentation: Valid BBBEE certificate or sworn affidavit bearing the SANAS accreditation logo
• Conflict Disclosure: Fully completed SBD 4 Declaration of Interest form identifying any personal or corporate relationships with state employees
• Pricing Validity: Firm pricing maintained for a 90-day evaluation period
• Submission Protocol: Physical delivery only via officially sealed envelopes to the designated hospital tender box; electronic or facsimile submissions are strictly prohibited

Key Terms & Unusual Requirements

• SITA Contract Mandate: Provincial health departments are legally restricted to sourcing IT equipment exclusively through the State Information Technology Agency (SITA) framework. Bidders must be SITA-accredited vendors to qualify.
• 80/20 Preference Point System: Bid evaluation allocates 80 points to price competitiveness and 20 points to socio-economic transformation. Full points for the transformation category are granted to enterprises that are at least 51% owned by Black people. Claiming these points requires a completed SBD 6.1 form.
• Penalty & Termination Clauses: Standard public sector General Conditions of Contract (GCC) apply. Late deliveries incur financial penalties calculated at the prevailing prime interest rate per day. The purchaser retains unilateral rights to terminate the contract for default, fraud, or insolvency, and may impose procurement bans of up to ten years for serious misconduct.
