Scope

The contract covers a once-off supply and delivery of ten patient restraints to the designated hospital facility. Bidders must submit firm pricing valid for ninety days, comply with all administrative and regulatory documentation, and deliver within an agreed timeframe. Evaluation follows an 80/20 preferential procurement model, with eighty percent of scoring allocated to price competitiveness and twenty percent reserved for socio-economic transformation goals.

Technical Requirements

• Material & Construction: Hypoallergenic, durable, thickly padded, and wipeable/washable surfaces.
• Design & Fit: Universal strap dimensions accommodating all adult sizes; equipped with a heavy-duty hook closure mechanism and a secure anchor point for hospital bed attachment.
• Certification: Must display the SANAS logo and comply with applicable SABS/SANS specifications.
• Product Condition: New, unused items with a minimum shelf life of six months remaining upon delivery.
• Documentation: Valid BBBEE certificate, sworn affidavit/certificate, Central Suppliers Database (CSD) registration, and SARS tax compliance verification.
• Pricing & Delivery: All-inclusive pricing covering transport to the hospital. Late delivery incurs daily financial penalties calculated at the current prime interest rate until actual delivery.

Suppliers must demonstrate standard commercial supply chain capabilities, including reliable logistics for timely delivery, capacity to manage a twelve-month warranty period, and proficiency in preparing compliant administrative submissions. • SANAS Logo Requirement: Indicates that the product has been manufactured or tested under facilities accredited by the South African National Accreditation System, ensuring adherence to rigorous national quality and safety standards.
• 80/20 Preference System: A government procurement scoring framework where eighty points are awarded based on competitive pricing and twenty points are reserved for Broad-Based Black Economic Empowerment (BBBEE) status. Full points are granted to enterprises at least fifty-one percent black-owned.
• Cover-Quoting Prohibition: Strictly forbids multiple affiliated or linked companies from submitting competing bids for the same contract. Violation is classified as an anti-competitive practice resulting in immediate disqualification.
• Performance Security: Successful bidders must furnish a bank guarantee or certified cheque within thirty days of contract award to financially safeguard the purchaser against supplier non-performance.
