Technical Requirements

• Physical Specifications: Straight design with an approximate length of 14–17 cm.

• Functional Performance: Must deliver a smooth cutting action, feature secure finger rings, and withstand repeated cleaning, disinfection, and sterilisation cycles without degradation.
• Quality & Condition: Items must be brand new, unused, and free from manufacturing defects. Expired or second-hand products are strictly prohibited. All supplies must retain a minimum shelf life of six months upon delivery.
• Sample Submission: Bidders must physically deliver a product sample to the SCM Acquisition Office on or before the closing date. Non-submission may trigger an email request or result in disqualification.
• Packaging & Logistics: Goods must be securely packaged to prevent transit damage. All freight, handling, and delivery costs must be embedded in the quoted price.
• Mandatory Compliance Documents: Valid Central Supplier Database (CSD) registration, SARS tax clearance certificate, valid BBBEE certificate or sworn affidavit, completed SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim Form).

Key Contractual & Compliance Terms

• Preferential Procurement (80/20 System): Evaluation uses an 80-point price-based score and a 20-point specific-goal score. Full preference points are granted to enterprises at least 51% owned by Black people.
• Performance Security: The awarded supplier must provide a bank guarantee or cashier's cheque within 30 days of contract notification to secure履约 obligations.
• Warranty Period: A 12-month warranty applies from delivery and acceptance, or 18 months from shipment, whichever expires first. Defective items must be repaired or replaced at zero cost to the purchaser.
• Delay Penalties: Late delivery triggers financial penalties calculated at the prevailing prime interest rate per day until actual delivery is completed.
• Anti-Collusion & Cover-Quoting: Submitting multiple bids through affiliated or related companies is classified as cover-quoting, constituting fraud and resulting in immediate disqualification and potential blacklisting.
• Termination & Restrictions: The department may terminate the contract for default, non-performance, or corrupt practices. Offenders may face public sector trading restrictions for up to 10 years.
