Scope

The scope encompasses a once-off supply of wheel expanders across three size categories, with a fixed quantity of 500 units per size. All goods must be delivered directly to RK Khan Hospital. The contract is non-recurring, with quoted prices remaining valid for 90 days from the closing date.

Technical Requirements

Bidders must supply expanders that strictly meet the following specifications:

• Diameters: Size 1 (19 mm), Size 2 (21.5 mm), Size 3 (27 mm)
• Colour: Black
• Material Composition: Heavy-duty flexible plastic integrated with a galvanized steel bolt
• Fastener Type: Allen key bolt head
• Performance Parameters: Functional temperature range of -10°C to +40°C; approximate unit weight of 0.119 kg
• Packaging: Supplied in boxed units
• Standards & Equivalency: Must comply with relevant SANS/SABS standards and be functionally identical to the Tente R07 model or an approved equivalent
• Quality Assurance: Items must be brand new, unused, and possess a minimum shelf-life validity of six months upon delivery

• 80/20 Preference Point System: A procurement scoring framework where 80 points are awarded for competitive pricing and 20 points for designated socio-economic goals. This tender allocates the full 20 points exclusively to enterprises that manufacture or produce the expanders within the KwaZulu-Natal province. Bidders must provide verifiable proof of provincial production via the SBD 6.1 form.
• Cover-Quoting Prohibition: A strict anti-fraud directive that penalizes bidders who submit multiple quotations through affiliated, linked, or controlled entities for the same opportunity. Such conduct is treated as corrupt acquisition fraud and results in immediate disqualification.
• SARS PIN & CSD Validation: Suppliers must be active on the Central Supplier Database (CSD). If automated tax-status verification fails, a SARS PIN is required to manually authenticate tax compliance, which is a non-negotiable prerequisite for contract award.
