Objectives

The primary objective of this quotation is to procure a reliable supplier capable of delivering construction-grade adhesive materials to support facility maintenance and infrastructure projects at Grey’s Hospital. The procurement seeks to ensure cost-effective acquisition, timely delivery, and strict compliance with provincial health department regulations, including transparency, ethical conduct, and preferential procurement frameworks.

Scope

The scope covers the supply and delivery of ten (10) five-litre buckets of Pro-Struct 610/601 cement adhesive to Grey’s Hospital. The contract includes all associated costs for packaging, transportation, and site delivery. The quotation remains valid for ninety (90) days, and successful bidders must fulfill delivery obligations within the timeframe specified upon contract award. No installation, commissioning, or after-sales technical services are included.

Technical Requirements

• Product Compliance: Bidders must supply the exact specified cement adhesive. Products must be new, unused, current models, and free from defects in design, materials, or workmanship.
• Packaging & Transport: Goods must be securely packaged to prevent damage or deterioration during transit. All delivery expenses must be factored into the quoted price.
• Quality & Warranty: The supplier warrants defect-free performance for twelve (12) months post-delivery or eighteen (18) months from shipment, whichever is earlier. Defective goods must be replaced or repaired at the supplier’s expense.
• Regulatory & Administrative Compliance: Bidders must hold valid Central Supplier Database (CSD) registration, active SARS tax clearance, and submit completed SBD4 (Disclosure of Interest) and SBD6.1 (Preference Points Claim) forms. Expired, second-hand, or non-compliant products will be rejected.
• Contractual Obligations: The supply is bound by standard General and Special Conditions of Contract, including fixed pricing, penalty deductions for delayed delivery, termination rights for non-performance, and strict adherence to submission deadlines.

Skills Requirements

This is a direct goods supply contract requiring no specialized technical or installation expertise. However, bidders must demonstrate the following operational competencies:

• Logistical capability to safely handle, store, and transport construction adhesives in compliance with safety and transport regulations.
• Administrative proficiency in preparing and submitting mandatory public sector returnable documents, including CSD verification, tax clearance certificates, and BBBEE preference claims.
• Supply chain management skills to coordinate timely delivery, manage inventory, and adhere to hospital receiving protocols.
• Financial stability to guarantee firm pricing throughout the ninety-day validity period and absorb incidental costs without requesting price adjustments.

Notes on Unusual or Complicated Terms

Pro-Struct 610/601 Cement Adhesive: A specific commercial-grade construction adhesive formulated for bonding cementitious substrates. It is not a generic substitute; bidders must supply the exact branded product or an approved equivalent meeting identical performance specifications.

80/20 Preference Point System: A standard South African public procurement scoring model where eighty percent of evaluation points are awarded for competitive pricing and twenty percent for socio-economic transformation goals, specifically Black Economic Empowerment (BEE) ownership levels.

CSD & Tax Clearance Verification: Mandatory national registration and validation systems used to confirm supplier legitimacy and tax compliance. Failure to maintain active status results in automatic disqualification.
