Objectives

The primary objective is to procure and deliver compliant, high-quality replacement rubber ferrules for mobility aids to support patient rehabilitation and daily living activities at the procuring hospital facility.

Scope

This is a once-off supply contract covering the delivery of:

• 100 units of 22mm rubber ferrules for walking sticks
• 100 units of 25mm rubber ferrules for elbow crutches

All goods must be delivered directly to the hospital premises. The quotation validity period is 90 days, and the contract does not include ongoing maintenance or installation services.

Technical Requirements

• Specifications: Ferrules must be grey or black, specifically designed for walking aids, and match the exact diameters (22mm and 25mm respectively).
• Quality Standards: Goods must be new, unused, and free from defects. Expired or second-hand products are strictly prohibited. Items must comply with relevant SANS/SABS standards.
• Documentation & Evidence: Bidders must attach a colour photograph of the product, submit a physical sample to the hospital's physiotherapy department prior to the closing date, and provide a valid SAHPRA certificate.
• Pricing & Delivery: Quoted prices must be firm, inclusive of all delivery costs and applicable VAT, and remain valid for 90 days. Bidders must explicitly state their delivery timeframe.
• Warranty: A mandatory 12-month warranty against design, material, or workmanship defects applies from the date of delivery acceptance.

Skills & Qualification Requirements

This tender prioritizes administrative and regulatory compliance over specialized technical expertise. Required credentials include:

• Active registration on the Central Suppliers Database (CSD)
• Valid B-BBEE status verification certificate or sworn affidavit
• SARS tax compliance PIN or clearance certificate
• Updated CIPC registration documents
• Completed Bidder’s Disclosure (SBD4) confirming no conflict of interest with departmental officials
• Fully completed Preference Points Claim Form (SBD 6.1) to claim points for 51%+ Black ownership

• Physical Sample Protocol: Unlike typical low-value tenders, this requires physical sample delivery to the clinical department for fit-testing before bid closure, ensuring exact compatibility with existing mobility equipment.
• General & Special Conditions of Contract (GCC/SCC): Standard government procurement terms governing delivery timelines, penalty calculations for delays (calculated using the current prime interest rate), termination rights for default or insolvency, and dispute resolution through mutual consultation, mediation, or court proceedings.
