Objectives

The primary objective of this tender is to procure services for the supply, stripping, and repair of the radio network infrastructure, including radio repeaters, mobile radios, and portable radios for Mossel Bay Municipality. The aim is to ensure reliable communication systems are maintained and enhanced over a period of three years, supporting municipal operations and emergency services.

Scope

The scope encompasses:

• Supply of radio equipment including portable and mobile radios, repeaters, antennas, and accessories.
• Strip and repair of existing radio network components.
• Provision of backup batteries, antennas, and related hardware.
• Installation, maintenance, and servicing of radio systems.
• Provision of technical support and system integration with existing infrastructure such as TRBOnet.
• Compliance with technical specifications, safety standards, and environmental requirements.

The services are to be delivered in accordance with detailed technical specifications, ensuring compatibility with current systems used by the municipality, including Motorola/Hyetra radios and the TRBOnet system.

Technical Requirements

The technical specifications include:

• Radios must support UHF/VHF frequencies, digital and analogue modes, Bluetooth 5.2, Wi-Fi 2.4/5.0 GHz, and WPA3 security.
• Radios must be rugged, waterproof (IP68/IP66), and capable of operating in extreme temperatures (-20°C to 60°C).
• Portable radios should have a minimum Li-Ion battery capacity of 2450mAh, up to 28 hours battery life, and advanced audio processing features.
• Repeaters must deliver 50W output power with high sensitivity, noise blocking, and digital error correction capabilities.
• Antennae must withstand high wind velocities, be corrosion-resistant, and suitable for vehicle and base station mounting.
• All equipment must meet relevant safety and environmental standards, including HAZLOC certifications and MIL-STD durability.
• Provision of accessories such as cases, microphones, multi-unit chargers, and spare batteries.

Skills Requirements

The successful bidder must demonstrate:

• CIDB grading of 2 EB or higher.
• Technical expertise in radio communication systems, including installation, maintenance, and repair of digital and analogue radios.
• Experience with system integration, particularly with Motorola/Hyetra radios and TRBOnet software.
• Knowledge of safety standards, environmental compliance, and occupational health and safety regulations.
• Ability to provide technical support, training, and documentation as per specifications.
• Registered and compliant with the Central Supplier Database and relevant certification bodies (e.g., B-BBEE, CIDB).
• Capacity to deliver equipment and services within specified timeframes and quality standards.
