The primary objective is to procure and deliver one portable tonometer for diagnostic use at the Inanda Community Health Centre eye clinic. The tender seeks to acquire accurate, modern ophthalmic equipment that complies with provincial health standards while ensuring long-term clinical reliability through comprehensive training, warranty coverage, and structured maintenance provisions.

Scope

The supplier's scope encompasses the complete supply, delivery, installation, and commissioning of a single rebound tonometer unit. This includes providing all necessary accessories, starter packs, software, and documentation at no additional cost. The supplier must facilitate acceptance testing with provincial health technology officials prior to payment. Additionally, the bidder must submit a fully costed preventative maintenance and service agreement covering three years following the mandatory twenty-four-month warranty period.

Technical Requirements

• Must utilise rebound technology for accurate intraocular pressure measurement.
• Fully portable, handheld, and battery-operated with a high-visibility digital display readable in all lighting conditions.
• Capable of delivering accurate readings in any orientation, including when the patient is supine.
• Supplied with a carrying case, charger, USB cable, computer software, and a minimum of one hundred disposable probes at no extra cost.
• Must hold valid ISO, CE certification, and South African Medical Council or FDA approval.
• Compliant with IEC 60601-1 and 60601-2 medical electrical standards, occupational health and safety regulations, and SANS wiring codes.
• Equipped with hospital-grade power cables (minimum three metres, SANS colour-coded) and electromagnetic interference protection.
• Strictly new equipment; refurbished or reconditioned units are disqualified.
• Provision of comprehensive user manuals, original service/repair manuals (including circuit diagrams, PCB layouts, and calibration guides), and calibration/maintenance software.
• Guaranteed availability of spare parts for ten years from manufacture.

Skills and Service Requirements

• Maintain a dedicated service and repair facility within KwaZulu-Natal, with OEM-trained technicians available within twenty-four hours of malfunction reports.
• Deliver comprehensive training to provincial health technology personnel, covering calibration, maintenance, and PCB-level repairs, equivalent to manufacturer factory training, culminating in a Certificate of Competency.
• Provide on-site demonstrations to clinical and technical staff during the acceptance phase.
• Supply a loan unit at no cost if the primary device requires extended repair.
• Commit to lifelong technical support, including software updates, firmware patches, and ongoing training for end-users and technicians.
• Submit a competitive quotation for a three-year post-warranty preventative maintenance contract.

• Rebound Technology: A non-contact diagnostic method where a lightweight probe gently bounces off the cornea to measure intraocular pressure. It eliminates the need for topical anaesthesia and allows accurate readings regardless of patient positioning.
• Provincial HTS Specifications: Standardised medical equipment requirements mandating OEM-level technical training, PCB-level repair capabilities, exhaustive documentation, and strict adherence to national electrical and safety standards.
• 80/20 Preference Procurement System: Evaluation awards eighty points for price competitiveness and twenty points for socio-economic transformation, specifically granting full points to enterprises owned by Black South Africans at fifty-one percent or more.
• Sample Evaluation: Shortlisted bidders may be required to submit physical demonstration units for clinical and technical verification before final contract award. Failure to provide samples upon request results in disqualification.
