Objectives

The primary objective of this tender is to procure surgical items, including various medical devices and consumables, to support safe, efficient, and high-precision surgical procedures at Othobothini CHC. The procurement aims to ensure the availability of quality surgical items that meet specified standards, facilitate effective medical interventions, and enhance patient care within the Department of Health KwaZulu-Natal.

Scope

The scope encompasses the supply, delivery, installation, demonstration, end-user training, and commissioning of surgical items as detailed in the specifications. It includes a range of medical equipment such as surgical bowls, defibrillator pads, artery forceps, bougie introducers, patient monitors, ventilator filters, thermometers, blood pressure cuffs, ECG cables, and sensors. The scope also covers optional accessories, spare parts, manuals, and related services necessary for the proper functioning and maintenance of the supplied equipment, applicable for adult, pediatric, and neonatal use.

Technical Requirements

• The equipment must conform to specified standards, including SABS/SANS approval and international safety standards such as IEC 60601-1 and 60601-1-2.
• All devices must be new, unused, and comply fully with the detailed specifications provided, including size, material, compatibility, and performance criteria.
• Equipment must be robust, autoclavable, and suitable for daily use over a minimum of three years with a minimum of 300 measurements per day.
• Devices should include features such as internal rechargeable batteries, digital displays, thermal printers, and user-friendly controls (preferably flush touch controls).
• Spare parts, accessories, and software must be available for at least ten years from the manufacturer.
• All equipment must be supplied with manuals, calibration tools, and software for maintenance and troubleshooting at no extra cost.
• Equipment must meet electrical safety standards, be CE certified, and operate within specified electrical parameters (e.g., 220V ±10%, 50Hz).
• Additional features include alarms with user-selectable limits, data storage capabilities, and upgradeability options.

Skills Requirements

• The bidder must demonstrate technical expertise in the supply, installation, and maintenance of medical equipment, including calibration and servicing.
• Personnel involved must be manufacturer-trained and certified, with proven experience in handling similar medical devices.
• The bidder must have a well-established service and repair facility within KwaZulu-Natal, capable of providing timely technical support, repairs, and calibration services.
• Technical staff must be available within 24 hours for maintenance or repairs, with detailed contact information provided.
• Provision of comprehensive training to the Department’s technical staff and end-users on operation, maintenance, and troubleshooting is mandatory.
• Bidder must provide manuals, software, and spare parts support for a minimum of ten years, ensuring ongoing technical support and equipment longevity.
