Objectives

The primary objective is to secure a compliant and reliable supplier for the one-off provision of sterile surgical syringes to support clinical operations at Othobothini Community Health Centre under the KwaZulu-Natal Department of Health.

Scope

The procurement covers the supply and direct delivery of two specific surgical item categories:

• 299 boxes of 2-millilitre sterile single-use hypodermic syringes (100 per box)
• 20 boxes of 1-millilitre sterile heparinised syringes without needles (100 per box)

The contract is a single delivery event with a quotation validity period of ninety days. All transportation and delivery costs must be included in the quoted price, and goods must be delivered to the designated health facility address.

Technical Requirements

• Products must comply with SABS/SANS quality standards and be strictly new, unused, and valid for a minimum of six months upon delivery.
• Syringes must feature a three-part construction with a medical-grade polypropylene barrel, silicone lubricant, and DEHP/latex-free elastomer piston.
• Design specifications require a concentric tip and luer slip connector to ensure safe fluid injection and withdrawal without pathogen introduction.
• Suppliers must hold a valid licence from the South African Health Products Regulatory Authority (SAHPRA) authorising the manufacture, wholesale, or distribution of medical devices.
• All official quotation forms, including bidder disclosure, general and special conditions of contract, and preference claim forms, must be submitted unaltered on the prescribed templates.

• Demonstrated capacity to source, store, and distribute regulated medical-grade sterile products in accordance with national health and safety standards.
• Proficiency in public sector procurement compliance, including Central Supplier Database registration, SARS tax clearance validation, and Broad-Based Black Economic Empowerment documentation.
• Logistical competence to manage inventory validity tracking, cold-chain or sterile storage protocols, and timely delivery to remote healthcare facilities.
• Financial accuracy in preparing firm quotations that account for VAT, delivery, warranty obligations, and penalty clauses.

• Regulatory Compliance Mandate: Failure to submit SAHPRA authorisation, BBBEE proof, or tax compliance documentation renders the bid non-responsive and ineligible for evaluation.
