Objectives

The primary objective of this tender is to procure and deliver essential surgical and emergency medical supplies to the Phoenix Community Health Centre. The acquisition aims to support critical clinical procedures, enhance infection prevention and control measures, and improve patient stabilization capabilities in emergency settings.

Scope

The contract covers the supply and delivery of twenty-one (21) units of medical equipment to the designated facility. The scope includes:

• Ten (10) units of adult gum elastic bougie introducers
• Ten (10) units of paediatric gum elastic bougie introducers
• One (1) unit of a large anti-shock garment for the emergency unit

Bidders must specify their delivery timeline upon submission. The quotation remains valid for ninety (90) days from the closing date. Successful suppliers will be required to furnish performance security within thirty days of contract award and maintain a minimum twelve-month warranty from the date of delivery and acceptance.

Technical Requirements

All supplied items must be new, unused, and free from manufacturing defects. Products must strictly adhere to the following clinical and safety specifications:

• Anti-Shock Garment (Large): Non-pneumatic protective garment constructed from durable, lightweight, non-toxic, and breathable material. Must provide effective barriers against blood, body fluids, and environmental contaminants. Features include secure front fastening, long sleeves with elasticated cuffs, comfortable unrestricted mobility, reinforced seams, and ease of cleaning/disinfection. Must be clearly labelled with size, material, and care instructions, and comply with South African occupational health and safety standards.
• Paediatric Bougie Introducer (10 FR): Approximately 3.3 mm outer diameter and 70 cm length. Constructed from flexible, firm medical-grade material with an angled/curved coude hockey-stick distal tip. Must feature visible centimetre depth markings, be sterile single-use, preferably latex-free, and include complete labelling (size, expiry, manufacturer, sterilization details).
• Adult Bougie Introducer (15 FR): Approximately 5.0 mm outer diameter and 70 cm length. Semi-rigid yet flexible design with a 35–40 degree angled tip. Must meet identical sterility, marking, compatibility, and labelling requirements as the paediatric version.
• General Compliance: Bidders must confirm specification compliance, indicate conformity to relevant SANS/SABS standards where applicable, and accept standard government inspection rights. Pricing must be all-inclusive unless otherwise stipulated, and payment terms follow standard public sector protocols.

Skills Requirements

This tender focuses on goods supply rather than specialized service delivery. Consequently, no professional clinical or engineering certifications are mandated. However, bidders must demonstrate:

• Operational capacity to source, store, and transport sterile medical devices in compliance with quality and handling standards
• Administrative capability to manage public sector contract execution, logistics, and warranty claims
• Valid Central Supplier Database (CSD) registration and up-to-date tax clearance documentation
• Familiarity with municipal procurement compliance, preference point allocation, and standard contract management practices

Its flexible yet firm structure and curved tip enable clinicians to safely navigate complex or difficult airways and successfully position endotracheal tubes, particularly in emergency and paediatric cases.
• Anti-Shock Garment (MAST): A non-inflatable, strap-based protective suit utilized in trauma emergencies. It stabilizes injured patients, restricts harmful movement, and provides a physical barrier against biological contaminants while advanced medical care is arranged.
• 80/20 Preference Point System: A procurement scoring framework where eighty points are allocated to competitive pricing and twenty points to socio-economic transformation. Full points for the specific goal are awarded exclusively to enterprises at least fifty-one percent owned by Black individuals, in alignment with national equity policies.
• Performance Security: A financial guarantee (typically a bank guarantee or certified cheque) required from the successful bidder to ensure contractual fulfillment. It safeguards the purchaser against supplier default and is refunded upon satisfactory completion of all obligations, including warranty periods.
