The primary objective is to procure and deliver essential surgical and diagnostic equipment to support clinical operations at the designated community health centre. The contract focuses on securing reliable, compliant airway management tools and patient monitoring devices to ensure uninterrupted healthcare service delivery.
This is a one-off supply and delivery contract covering five specific medical items. The successful bidder must deliver all goods directly to the procuring facility, with all transportation and handling costs included in the quoted price. The quotation remains valid for ninety days, and pricing must remain firm throughout the contract period. Only new, unused products are accepted; all items must retain a minimum shelf life of six months upon delivery. Expired or second-hand goods will be strictly rejected.
Bidders must demonstrate robust operational and administrative capabilities to execute the contract successfully. Required competencies include:
80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to socio-economic transformation goals. Full points for the specific goal are awarded to companies with at least 51% Black ownership. Points are calculated using a standardized formula comparing submitted prices against the lowest acceptable tender.
Performance Security: Upon contract award, the successful bidder must furnish a performance security (bank guarantee or certified cheque) within thirty days to guarantee contractual obligations and compensate the purchaser for any failure to complete delivery.
Delay Penalties: Late deliveries incur daily financial deductions calculated at the current prime interest rate, applied to the delivered price of the delayed goods until actual delivery is completed. Persistent delays may trigger contract termination.
Termination & Restriction Clauses: The procuring entity reserves the right to terminate the contract for default, non-compliance, or fraudulent/corrupt practices. Confirmed breaches may result in the supplier being restricted from public sector contracts for up to ten years, pending formal audi alteram partem procedures.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
