Objectives

The primary objective of this tender is to procure four units of syringe pumps that meet specified technical standards, ensuring reliable patient care, safety, and compatibility with existing hospital systems. The procurement aims to enhance infusion therapy capabilities at Newcastle Hospital by acquiring modern, compliant syringe pumps with appropriate features, training, and support.

Scope

The scope includes the supply, delivery, installation, commissioning, and demonstration of syringe pumps at Newcastle Regional Hospital. It encompasses providing units that conform to detailed technical specifications, offering training for hospital staff, supplying manuals and software, and ensuring ongoing support and spare parts availability for a minimum of ten years. The contract also covers optional accessories, optional upgrades, and maintenance agreements post-warranty.

Technical Requirements

• Flow rate: 0–999 mL/hr, adjustable with visual indication.
• Syringe compatibility: 5–30 mL, lock or single-use.
• Rechargeable battery life: up to 6 hours with automatic switch-over and backup.
• Power supply: 220V, 50Hz AC with hospital-grade mains plug; compatible with IEC 60601-1 safety standards.
• Alarm features: visual and audible alarms for occlusion, end of infusion, low battery, and operational errors.
• Automatic syringe size detection and display; cannot operate without loaded syringe.
• Bolus delivery capability, with safety features preventing unauthorized changes during infusion.
• Display: clear, resistant control panel with flush membrane buttons; indicators for power source and infusion status.
• Accuracy: long-term ±5%, short-term ±5% at 5 mL/hr, with calibration and software support.
• Compatibility: suitable with various syringe brands and sizes; capable of pre-programming for specific drugs if optional feature is available.
• Manuals: comprehensive operation, maintenance, and service manuals in English, including fault-finding guides and circuit diagrams.
• Spare parts: availability for at least 10 years, with supply commitments and technical support.
• Warranty: minimum 24 months, with provisions for maintenance, repairs, and software updates during and after warranty period.

Skills Requirements

• Technical proficiency in the installation, calibration, and maintenance of infusion pumps, with manufacturer-certified training for hospital technicians.
• Availability of qualified service engineers based in KwaZulu-Natal, capable of providing prompt on-site repairs within 24 hours.
• Ability to demonstrate the equipment’s functionality and compliance through clinical evaluation and site visits if required.
• Provision of comprehensive user training, including calibration, troubleshooting, and software updates, with certificates of competency issued upon completion.
• Support for future upgrades, software modifications, and recalls, with clear policies and cost implications.
• Availability of spare parts, accessories, and technical manuals for the entire lifecycle of the equipment.
