Objectives

The primary objective of this tender is to engage a qualified contractor to perform internal tank cleaning, gas freeing, surface preparation, and coating application on six harbour vessels in the Port of Cape Town. The work aims to ensure the tanks are thoroughly cleaned, safe for personnel entry and hot work, and properly coated according to specified standards, all while complying with environmental and safety regulations. The contract duration is six months, with work to be performed on an as-needed basis.

Scope

The scope of work includes:

• Provision and installation of suitable storage receptacles for tank contents removal and temporary storage.
• Pumping out, cleaning, and gas freeing of tanks including Fuel, Dirty Oil, and Clean Oil tanks.
• Safe removal and disposal of tank waste, sludge, wash water, and debris in accordance with environmental regulations.
• Thorough cleaning of specified tanks to remove residues, sludge, and scale.
• Independent gas-free testing and certification prior to mechanical preparation and inspection.
• Preparation of internal tank surfaces, including high-pressure water washing, rust and coating removal, descaling, grinding, and debris removal.
• Application of tank coatings as per the paint specification provided by the paint representative, adhering to manufacturer instructions.
• Management and disposal of all waste generated during the work, with proof of proper disposal provided to TNPA.

Technical Requirements

The contractor must:

• Provide all labour, materials, equipment, supervision, scaffolding, lighting, water supply, detergents, and safety gear required for the scope of work.
• Ensure work is completed within the specified timeframe.
• Submit a comprehensive Safety File and SHE (Safety, Health, Environment, and Quality) compliance file for review and approval before commencing work.
• Comply with all port safety regulations, including scupper plugging before washing.
• Follow standard specifications for work on TNPA vessels, including over-coating times and ballast/flooding intervals.
• Use only approved paint systems and adhere strictly to manufacturer instructions regarding application and environmental conditions.

Skills Requirements

The contractor must demonstrate:

• Qualified personnel with relevant certifications and competency in tank cleaning, gas freeing, surface preparation, and coating application.
• Experience in handling hazardous materials, waste management, and environmental compliance.
• Capability to produce and implement safety and risk assessments, including method statements and safe work procedures.
• Competence in managing waste disposal at licensed facilities, with proper documentation.
• Ability to prepare and submit SHE compliance documentation, including safety plans, emergency procedures, and training records.
• Provision of relevant training certificates, CVs, and proof of competency for appointed personnel.
