Objectives

The primary objective is to procure and deliver tape dispenser machines for adhesive tape to support packaging and sealing operations at Umzimkhulu Hospital. The procurement follows a once-off supply arrangement with a ninety-day price validity period.

Scope

• Supply and delivery of tape dispenser machines to Umzimkhulu Hospital, KwaZulu-Natal.
• Quantity as stipulated in the official quotation document.
• All quoted prices must be firm, inclusive of transportation and delivery costs, and remain valid for ninety days.
• Supplied items must be brand new, unused, unexpired (minimum six months shelf life upon delivery), and not second-hand.

Technical Requirements

• Construction & Materials: Carbon steel body equipped with a stainless steel cutting blade.
• Power Source: Manual operation.
• Cutting Dimensions: Adjustable cutting width of 2 to 10 centimetres; cutting length of 10 to 100 centimetres.
• Quality Standards: Must comply with applicable South African National Standards (SANS/SABS). Certificates of compliance may be requested upon demand.
• Delivery & Inspection: Goods must be delivered to the designated hospital depot. The purchaser reserves the right to inspect, test, or analyse supplies before acceptance.
• Sample Verification: Top-scoring bidders may be formally requested to submit physical samples for specification matching.

Skills & Capacity Requirements

No specialised technical qualifications or engineering skills are mandated. Bidders must instead demonstrate commercial and logistical capacity through:

• Documented proof of prior supply experience (valid purchase orders and delivery notes from private or public healthcare facilities).
• Administrative readiness, including active Central Supplier Database (CSD) registration, SARS tax compliance clearance, and a valid B-BBEE certificate or sworn affidavit.
• Operational capability to adhere to strict delivery timelines and maintain consistent product quality.

Key Terms & Conditions

The following contractual and evaluation terms apply and require bidder attention:

• 80/20 Preference Point System: Evaluation allocates eighty points for price competitiveness and twenty points for specific socio-economic goals. Full points are awarded to enterprises manufacturing or producing goods within KwaZulu-Natal.
• Mandatory Declarations (SBD Forms): Bidders must submit SBD4 to disclose any personal or corporate conflicts of interest with state employees, and SBD6.1 to claim preference points for specific goals.
• Performance Security & Delay Penalties: Awarded suppliers may be required to furnish performance security within thirty days. Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate.
• Warranty Coverage: A twelve-month warranty from delivery acceptance (or eighteen months from shipment, whichever is earlier) covers defects in design, materials, or workmanship under normal use.
• Anti-Collusion & Cover-Quoting Prohibition: Strict zero-tolerance policies apply against bid-rigging, cover-quoting, and false declarations. Violations trigger immediate disqualification, contract cancellation, and potential ten-year restrictions from public sector procurement.
