Objectives

The primary objective of this tender is to appoint qualified and experienced service providers to carry out cleaning services at the Maphumulo Taxi Rank for a period of three years (36 months). The aim is to ensure the taxi rank remains clean, hygienic, and well-maintained, supporting the municipality's efforts to provide a safe and pleasant environment for commuters and the public.

Scope

The scope of work includes:

• Supply of toilet papers and cleaning materials, with monitoring and maintenance of toilets.
• Daily sweeping of paved floors and waste collection at the taxi rank.
• Provision of refuse bags and grass, bush cutting around the taxi rank.
• Monitoring septic tanks and arranging desludging when full.
• Cleaning of the taxi rank roof if necessary.
• Grass trimming and general cleaning around the taxi rank.

Equipment required includes:

• Hard brooms
• Spades (5)
• Rakes (5)
• Hygiene equipment
• Brush cutters

All personnel must wear PPE embroidered with the municipal logo, service provider logo, and staff member names.

Technical Requirements

The technical requirements specify that bidders must:

• Supply and monitor cleaning and hygiene materials.
• Perform daily sweeping and waste collection.
• Maintain septic tanks and report full tanks for desludging.
• Clean the roof of the taxi rank if necessary.
• Trim grass and bushes around the taxi rank.
• Provide equipment such as brooms, spades, rakes, hygiene tools, and brush cutters.
• Ensure PPE is embroidered with the relevant logos and staff names.

Skills Requirements

Applicants must demonstrate:

• Proven track record in similar cleaning services, supported by reference letters and purchase orders not older than 5 years.
• Methodology outlining daily procedures, staffing (minimum of five employees), work schedules, and monitoring measures.
• Availability of resources including qualified human resources (CVs of at least five staff members, including supervisors) and equipment (e.g., brush cutters).

Additionally, bidders must comply with all mandatory documentation and registration requirements, including tax compliance, company registration, municipal accounts, and Central Supplier Database registration.
