Objectives

The primary objective is to engage a qualified electrical service provider to execute comprehensive repairs and maintenance at the Maphumulo Municipal Main Building. The project aims to restore full electrical functionality, ensure strict compliance with national safety standards, and maintain uninterrupted municipal operations.

Scope of Work

The contractor will undertake site establishment, supply of specified electrical materials, and extensive repairs across municipal offices. Key tasks include replacing faulty plugs and switches, installing new lighting components, relocating exposed floor cables to proper tracking, conducting thorough testing, and providing certification. All work must be performed outside standard operating hours, primarily on weekends, to prevent disruption to daily municipal services.

Technical Requirements

• Compliance with SANS 2001 construction standards, occupational health and safety regulations, and general conditions of contract.
• Submission and approval of a detailed works execution methodology prior to commencement.
• Mandatory notification to the works supervisor within two working days for inspections before concealing any work.
• Use exclusively of SANS-approved materials and accredited subcontractors for specialised tasks.
• Provision of a Certificate of Compliance (COC) and test results upon completion.
• Payment structured as a lump sum or progressive instalments upon written request, inclusive of a R10,000.00 contingency and 15% VAT.

Skills and Qualification Requirements

• Holding a valid wireman’s licence and a minimum CIDB grading of 1EB or higher.
• Demonstrated proven track record in electrical projects, supported by appointment letters or completion certificates from the past five years.
• Key personnel must provide certified CVs evidencing relevant qualifications and experience (over five years with a diploma or over three years with an N6 certificate).
• Proof of resource availability, with preference given to bidders utilising local electrical suppliers.
• Submission of mandatory compliance documentation, including tax clearance certificates, signed quotations, and standard municipal bidding declarations.

• CIDB 1EB: A South African construction industry grading indicating a contractor’s capability to execute small-scale electrical installations valued up to approximately R2 million.
• Certificate of Compliance (COC): A legally mandated document certifying that all electrical installations and repairs meet national safety and quality standards.
• 80/20 Preference System: A procurement evaluation model allocating 80 points to competitive pricing and 20 points to specific municipal goals, such as local residency or ownership.
• Defects Liability Period: A 12-month post-completion warranty phase during which the contractor must identify and rectify any faults at no additional cost.
