Objectives

The primary objective of this tender is to establish a panel of qualified and experienced legal attorneys to provide legal services to Maphumulo Local Municipality over a period of three years (36 months). The services include handling legal issues such as litigation, conveyancing, and employment matters within the municipality's jurisdiction.

Scope

The scope of work encompasses all legal matters related to the municipality, including but not limited to:

• Litigation and legal disputes
• Conveyancing and property transactions
• Labour and employment-related legal issues

Service providers will be appointed to form a panel to handle these legal services as required by the municipality during the contract period.

Technical Requirements

The technical requirements for bidders include:

• Proven track record with relevant legal service experience
• Response time for legal instructions (preferably within two days)
• A qualified technical team with relevant legal qualifications and experience, including registration with the Legal Practice Council and valid Fidelity Fund Certificate
• Attaching certified copies of IDs, company registration, municipal accounts, and proof of registration on the Central Supplier Database
• Minimum functionality score of 70% in the evaluation process to qualify for the next stage

Skills Requirements

Applicants must demonstrate:

• Legal qualifications such as B-proc, LLB, LLM, or LLD
• Experience of at least five years in relevant legal fields, including litigation, conveyancing, or employment law
• Registration with the Legal Practice Council and possession of a valid Fidelity Fund Certificate
• Ability to respond promptly to legal instructions and provide quality legal advice and services

Additional skills include the capacity to handle diverse legal issues within the municipal context, adherence to legal and ethical standards, and the ability to work collaboratively with municipal officials.
