Objectives

The primary objective of this tender is to appoint a qualified and accredited service provider responsible for supplying, installing, monitoring, and maintaining intrusion alarm systems, security beams, and CCTV camera systems across designated municipal properties. The contract aims to ensure the security and safety of municipal assets through reliable alarm and surveillance solutions, including armed response services, for a period of three years.

Scope

The scope encompasses:

• Supply and installation of intrusion alarm systems, CCTV cameras, and security beams at specified municipal locations.
• Provision of 24/7 monitoring and armed response services for the installed systems.
• Maintenance and repair of security equipment, including routine and emergency repairs, over the contract period.
• Installation of CCTV cameras, including license plate recognition cameras, with specified technical features.
• Provision of security guards if required, with specified unit prices.
• Installation of security beams, control units, and other related security infrastructure.
• Compliance with technical specifications, environmental conditions, and operational requirements outlined in the tender documentation.

Technical Requirements

The technical specifications include, but are not limited to:

1. Alarm and CCTV Systems

• Wireless outdoor motion sensors with anti-masking IR detection, pet immunity up to 40kg, and fast detection capabilities.
• Infrared passive detectors, LCD keypads, panic buttons, sirens, and transformers linked to a monitored alarm response company.
• Security cameras including PTZ dome, bullet, and smart cameras with facial recognition, night vision, weatherproof enclosures, and high-resolution capabilities (minimum 8MP).
• License plate recognition cameras with specifications such as 8MP resolution, starlight sensors, 25mm focal length lenses, IR illumination, and high-speed capture (up to 260 km/h).
• Solar-powered systems with appropriate panels, batteries, and charge controllers for remote locations.
• Connectivity options including 4G cellular or Wi-Fi, onboard storage (up to 1TB SD cards), and environmental durability (IP ratings, temperature range -30°C to +55°C).

2. Installation & Commissioning

• Complete installation, including galvanized steel poles where no buildings are available.
• System commissioning and successful trial runs prior to acceptance.
• Provision of operation and maintenance manuals in both hard and soft copies.
• Equipment must be equipped with UPS or backup batteries.

3. Monitoring & Response

• 24/7 alarm monitoring and armed response services.
• Response within five (5) minutes of alarm activation.
• Provision of a control center with necessary equipment, accessible remotely via mobile or computer.
• Regular reporting, including monthly performance reports, incident logs, and maintenance records.

4. Maintenance & Support

• Routine and breakdown maintenance during the warranty period (36 months).
• Ad-hoc repairs and installations following approved requests and quotations.
• Guarantee of system performance and durability under specified environmental conditions.

5. Security Personnel

• Provision of security guards (if required), with specified monthly rates for Grade B and Grade C officers.
• Security officers must be PSIRA-registered, and penalties apply for non-compliance or misconduct.

6. Additional Technical Specifications

• All equipment must meet specified standards for detection, recognition, durability, and environmental resilience.
• Equipment must support remote monitoring, data transmission, and storage as per detailed specifications.
• Installation sites include municipal offices, libraries, sports fields, water treatment works, and other critical infrastructure.
