Objectives

The primary objective of this tender is to engage qualified service providers to undertake toilet repair and maintenance works for Maphumulo Local Municipality. The work aims to ensure functional, compliant, and well-maintained toilet facilities across municipal premises, including the main building, town hall, and Thusong center.

Scope

The scope of work includes:

• Provision of all labour, materials, equipment, tools, supervision, transport, and incidentals necessary for the completion of the works.
• Conducting site inspections and verifying existing conditions.
• Setting out works according to approved specifications.
• Supply and installation of complete plumbing systems, including:
• Water supply pipes
• Waste, soil, and vent pipes
• Stop and isolation valves
• Toilet pans, cisterns, wash hand basins, mixer taps
• Connections to municipal water supply and sewer line or septic tank
• Leak testing of the entire plumbing system

Technical Requirements

The contractor must ensure all work complies with:

• South African National Standards (SANS)
• National Building Regulations
• Occupational Health and Safety Act
• Water Services Act
• Local Municipal By-laws
• Approved engineering drawings and specifications
• Manufacturer installation instructions

Works shall be inspected and approved by the Works Supervisor at various stages, with materials being SANS approved and supplied by accredited subcontractors. Defects liability periods are 12 months for civil, electrical, and mechanical works, and 6 months for general building works.

Skills Requirements

The tenderer must demonstrate:

• Proven track record in toilet repairs, plumbing, or similar projects (minimum 5 years), supported by positive completion certificates.
• Qualified key personnel, including plumbers, with CVs and relevant certifications (not older than 3 months).
• Availability of resources, including owned or leased plant and equipment, supported by lease agreements and logbooks.
• Financial viability, evidenced by a bank statement not older than 3 months with a minimum balance of R50,000.
• CIDB grading of 1SO or higher.

Additionally, bidders must be familiar with all project requirements, regulations, and standards, and must submit all mandatory documentation, including company registration, municipal rates accounts, sworn affidavits, and compliance certificates.
