Objectives

The primary objective of this tender is to appoint rates-based contractors for the installation or replacement of water meters and standpipe meters within the Msunduzi Municipality. The aim is to ensure efficient and effective management of water metering infrastructure, supporting the municipality's water distribution and billing systems.

Scope

The scope of work includes:

• Installation of new water meters and standpipe meters within Msunduzi Municipality.
• Replacement of existing water meters and standpipe meters as required.
• Work to be carried out by contractors registered with the Construction Industry Development Board (CIDB) with a minimum grading of 4SO.

Technical Requirements

Contractors must:

• Be registered with the CIDB with a Contractor Grading of 4SO or higher.
• Employ qualified skilled plumbers with relevant plumber’s trade certificates.
• Demonstrate experience in replacing domestic water meters.

• Qualified plumbers with relevant trade certificates.
• Experience in water meter installation and replacement.
• Ability to adhere to technical standards and safety protocols.

Evaluation and Preference Criteria

The evaluation process comprises two stages:

1. Stage One: Functionality – Assessed based on company experience and personnel qualifications, with a maximum of 20 points. A minimum threshold of 14 points (70%) is required.
2. Stage Two: Price and Preference Points – Evaluated on a 90/10 point system, incorporating price and specific goals such as Black Owned Enterprise (BOE) status and local business location within Msunduzi, uMgungundlovu, or KwaZulu Natal.

Preference points are allocated as follows:

• Business located within Msunduzi Jurisdiction: 7.5 points
• Business located within uMgungundlovu Jurisdiction: 5 points
• Business located within KwaZulu Natal: 2.5 points
• Black Owned Enterprise (BOE) with at least 51% Black ownership: 10 points
