Objectives

The primary objective of this tender is to appoint a Service Provider to perform civil engineering work for the repair and renovations of the Thabamoopo Magistrate Office. The project aims to ensure compliance with relevant standards, environmental sustainability, and targeted procurement goals, while delivering quality infrastructure within specified timeframes and budgets.

Scope

The scope encompasses a comprehensive range of civil engineering services, including:

• Preliminary investigations, feasibility studies, and assessments.
• Design development, detailed design, and documentation.
• Procurement support, tendering, and contract administration.
• Construction supervision, site inspections, and quality assurance.
• Project close-out, final documentation, and handover.
• Services related to targeted procurement, environmental impact assessment, and compliance with legislation.

The project is located in Lebowakgomo, Limpopo, and involves repair and renovation of existing facilities on a dolomite zone, with specific milestones and deliverables aligned with departmental procedures.

Technical Requirements

The technical requirements include:

• Provision of professional civil engineering services in accordance with the 2023 NDPW Scope of Engineering Services and Tariff of Fees.
• Design and documentation compliant with local regulations, environmental standards, and dolomite safety standards.
• Preparation of detailed design drawings, specifications, and cost estimates.
• Coordination with other disciplines and service providers, including environmental and geotechnical investigations.
• Implementation of labour-intensive construction methods where applicable, with adherence to EPWP guidelines.
• Monitoring and reporting on project progress, quality, safety, and environmental compliance.
• Provision of construction supervision, site inspections, and final project documentation.

Skills and Competencies Requirements

The tenderer must demonstrate:

• Registration and current professional registration with the Engineering Council of South Africa (ECSA) for all key personnel, including registered civil engineers and technologists.
• Experience in similar civil engineering projects, especially in repairs and renovations within challenging geotechnical zones like dolomite areas.
• Capability to deliver comprehensive project management, including design, documentation, procurement, and construction supervision.
• Provision of qualified human resources with relevant experience, including CVs, professional registration certificates, and proof of indemnity insurance.
• Ability to meet environmental, safety, and legislative compliance standards, including environmental impact assessments and occupational health and safety regulations.
• Capacity to incorporate targeted procurement goals, including BBBEE compliance and socio-economic objectives.
• Proven track record in managing multidisciplinary teams and coordinating with various stakeholders and authorities.
