Objectives

The primary objective of this tender is to appoint a Service Provider to perform structural engineering work for the repair and renovation of the Thabamoopo Magistrate Office. The project aims to ensure the building's structural integrity, compliance with relevant standards (including dolomite zone considerations), and to deliver a safe, sustainable, and compliant facility within specified timeframes.

Scope

The scope encompasses a comprehensive range of engineering services, including:

• Preliminary investigations, feasibility studies, and assessments.
• Concept design, viability, and detailed design development.
• Preparation of construction documentation and procurement support.
• Construction monitoring, site inspections, and contract administration.
• Close-out activities, including final documentation, as-built drawings, and defect rectification.
• Specialized services such as environmental impact assessments, targeted procurement, and compliance with legislation.

The services are to be delivered in stages, with specific deliverables at each phase, and include coordination with other disciplines and stakeholders.

Technical Requirements

The technical requirements include:

• Adherence to the 2023 NDPWI Scope of Engineering Services and Tariff of Fees.
• Compliance with relevant legislation, standards, and environmental regulations, especially regarding dolomite zones.
• Provision of professional registration certificates for key personnel, including structural engineers registered with ECSA.
• Preparation and submission of reports, drawings, and specifications at each project stage.
• Implementation of quality assurance systems and health and safety standards.
• Use of compatible software applications for project documentation and programming.
• Provision of construction monitoring staff with appropriate qualifications and experience.
• Management of project risks, including technical, financial, and legislative compliance.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in structural engineering, especially in repair and renovation projects within challenging environments such as dolomite zones.
• Capability to undertake comprehensive investigations, feasibility studies, and detailed design development.
• Qualified and registered professional structural engineers with valid ECSA registration.
• Ability to prepare accurate and compliant design documentation, including drawings, specifications, and reports.
• Experience in project management, contract administration, and construction supervision.
• Knowledge of environmental legislation, health and safety standards, and targeted procurement processes.
• Capacity to coordinate multidisciplinary teams and liaise effectively with stakeholders and authorities.
• Financial stability and credibility, supported by bank ratings and relevant financial documentation.
