Objectives

The primary objective of this tender is to appoint a qualified contractor to perform maintenance on the Bluff Radar Tower in the Port of Durban for a period of three months, ensuring operational integrity, safety, and compliance with all relevant standards and regulations.

Scope

The scope includes:

• Maintenance and repair of the Bluff Radar Tower, including painting, derusting, and replacing bolts and structural members.
• Protection and disposal of waste materials.
• Provision of safe working at heights with appropriate equipment.
• Environmental management, safety, health, and environmental compliance.
• Management of site access, security, and coordination with Transnet personnel.
• Implementation of quality assurance, safety management, and environmental procedures.
• Coordination of subcontractors, equipment, and materials.
• Documentation, reporting, and adherence to programme schedules.

Technical Requirements

The technical requirements encompass:

• Adherence to the Employer’s Works Information, specifications, and drawings.
• Use of approved paints, coatings, and structural components compliant with SANS standards.
• Proper derusting, blasting, and painting of steel members to specified thicknesses.
• Provision of safety, health, and environmental management plans, including risk assessments and method statements.
• Implementation of environmental management practices as per CEMP and PES standards.
• Use of qualified personnel, including safety officers, supervisors, and skilled tradespeople.
• Compliance with occupational health and safety regulations, including permits for hot work and working at heights.
• Proper site management, security, and access control.
• Accurate documentation and reporting of progress, safety, and environmental compliance.

Skills and Skills Requirements

The tenderer must demonstrate:

• Experience in maintenance, derusting, and painting of steel structures, with at least one relevant reference.
• Qualified key personnel, including:
• Site Agent with relevant experience and qualifications.
• General Foreman or Supervisor with civil/structural trade qualifications and at least three years’ experience.
• Safety Officer registered with SACPCMP with relevant health and safety qualifications.
• Painter with appropriate trade certification.
• Welder with trade certification and experience.
• Capability to manage environmental, safety, and health requirements effectively.
• Proven ability to coordinate subcontractors, equipment, and materials within a complex site environment.
• Knowledge of applicable standards, including SANS, NEC3, and OSHA regulations.
• Demonstrated project management skills, including scheduling, reporting, and documentation.

The successful bidder must possess relevant technical expertise, qualified personnel, and experience in steel structure maintenance and painting, with a strong emphasis on safety, environmental management, and quality assurance to deliver the scope of work effectively within the specified timeframe.
