Objectives

The primary objective of this tender is to appoint an experienced and registered service provider to supply cash-in-transit and banking services at Ba-Phalaborwa Municipality for a period of one year. The aim is to ensure the safe collection, transportation, and deposit of cash, thereby promoting a secure working environment for staff and safeguarding municipal assets during cash handling processes.

Scope

The scope of work includes:

• Provision of cash-in-transit and banking services at designated municipal offices and premises.
• Collection and deposit of cash at all nominated destinations in accordance with the municipality’s Cash Deposit Policy.
• Ensuring timely and failure-free cash collection and deposit operations.
• Implementation of contingency plans for emergencies such as strikes, robberies, vehicle breakdowns, and community protests.
• Provision of security measures including escort, static deployment, and close protection services as needed.

Technical Requirements

The technical specifications for the service provider include:

• Compliance with all applicable tax legislation and verification of tax compliance via the Central Supplier Database.
• Submission of mandatory documents such as PSIRA registration (Grade C), CIT Certificate, PDP, Police Clearance, COIDA letter, proof of indemnity insurance (minimum R3 million), firearm licenses, and certificates of competency.
• Provision of a detailed contingency plan addressing industrial unrest, vehicle breakdowns, and security threats.
• Demonstration of experience with at least ten years in cash-in-transit services, including at least one long-term contract of three years or more valued at a minimum of R10 million.
• Provision of necessary infrastructure including armored vehicles, firearms, radio communication licenses, a secure depot, control room, and landline communication.
• Company branding, uniforms, and vehicle pictures as proof of compliance.
• Experience of key personnel with minimum qualifications (Grade B PSIRA, CIT Certificate) and relevant experience (minimum 2-3 years).

Skills Requirements

The skills and experience requirements for personnel include:

• Management personnel with at least Grade B PSIRA certification and a valid CIT Certificate.
• Key personnel with a minimum of 2-3 years relevant experience in cash-in-transit services.
• Security personnel with PSIRA Grade C registration, firearm licenses, and relevant certificates of competency.
• Personnel capable of executing contingency plans effectively, including handling security threats and operational disruptions.
• Operational staff skilled in secure cash handling, transportation, and customer service within the security and banking environment.
