Tender Summary

Tender Summary: Building Renovations (Ward 53)

Objectives

The primary objective is to execute comprehensive building renovation and repair works for municipal facilities in Ward 53. The project aims to restore structural integrity, upgrade interior finishes, replace deteriorated roofing and drainage systems, and install functional fixtures to return the premises to safe, operational condition while adhering to municipal procurement, health and safety, and socio-economic development mandates.

Scope of Work

  • Demolition & Site Preparation: Dismantle collapsed roof sheeting, trusses, and purlins; clear loose rubble daily; prepare surfaces for repairs.
  • Structural Repairs: Remove damaged brickwork, supply and install matching bricks in cement mortar, plaster repaired walls, and prepare surfaces for painting.
  • Roofing & Insulation: Install galvanised IBR roof sheets on pine purlins and pre-manufactured trusses, including flashings and accessories; apply Sisalation FR405 aluminium insulation sheeting.
  • Rainwater Goods: Supply and install 125mm seamless gutters, two 100mm downpipes with brackets and fittings, and 225mm x 9mm Nutec/PVC fascia boards.
  • Interior Finishes: Install a suspended ceiling system using 12.5mm gypsum boards on a galvanized steel grid; remove water-damaged flooring, lay sound-reducing underlay, and install 8mm click-laminate flooring.
  • Fixtures & Joinery: Fit aluminium Venetian blinds to specified windows; install chrome-plated locksets on office doors; replace boardroom and bathroom doors with semi-solid units; install timber dado rails.
  • Painting & Varnishing: Prepare and paint internal and external walls, skirting, and door frames using specified primer and topcoat systems; apply wood varnish to designated surfaces.
  • Site Management: Maintain daily site cleanliness, secure all materials, and deliver a fully cleaned facility upon completion.

Technical Requirements

  • Maintain active CIDB registration at Grade 1GB or higher; verification occurs during scoring.
  • Submit a fully completed returnable price schedule electronically before the closing deadline. Unpriced contingency lines will render the tender non-responsive.
  • Provide a mandatory Health and Safety file and a detailed project programme within three days of appointment.
  • All quoted rates must be all-inclusive, covering labour, materials, equipment, site security, and VAT. Prices remain valid for a minimum of thirty days.
  • Working hours are restricted to weekdays between 08:00 and 16:00. After-hours or weekend work requires prior Project Manager approval and incurs no additional municipal costs.
  • Contractors must utilise local ward-based labour and submit Expanded Public Works Programme (EPWP) certification with invoices for contracts valued at R30,000 or above.
  • A compulsory 10% contingency line item must be included. Funds are released only with written Project Manager authorisation and are deducted/refunded if unused.
  • Brand names and delivery periods must be stated on quotes. Samples or brochures may be requested post-closing, requiring submission within seventy-two hours.
  • Failure to attend the compulsory site meeting or upload minimum requirements electronically will result in immediate disqualification.
  • No part payments will be made; contractors must maintain adequate working capital throughout the project duration.

Skills Requirements

  • Valid trade test certificates for both Carpenters and Painters are mandatory.
  • Proven expertise in structural demolition, bricklaying, plastering, roofing installation, and ceiling/flooring systems.
  • Proficiency in precision fitting of blinds, ironmongery, and timber joinery.
  • Strong project management capabilities to coordinate scheduling, enforce health and safety protocols, manage site security, and ensure daily waste removal.
  • Financial readiness to self-fund operations without interim payments until final handover.
  • Familiarity with municipal procurement frameworks, CIDB grading compliance, and EPWP reporting procedures.

Specialised Terms and Services

  • CIDB Grading: A South African classification system that assesses contractors' financial capacity, equipment, experience, and management capability. Grade 1GB denotes entry-level general building capability suitable for smaller municipal projects.
  • EPWP (Expanded Public Works Programme): A national government initiative mandating temporary job creation for unemployed individuals on qualifying public infrastructure projects. Contractors must submit specific certification and documentation when claiming payment.
  • GP GCC 2010: The General Conditions of Contract for Procurement of Works, Goods and Services, published by the National Treasury. It outlines standard contractual rights, obligations, payment terms, and dispute resolution mechanisms for municipal tenders.
  • Sisalation FR405 & Nutec/PVC Fascia: Branded material specifications. Sisalation FR405 refers to a high-performance aluminium foil insulation sheet used under roofing for thermal and moisture control. Nutec/PVC fascia boards are pre-formed plastic or composite panels used to finish roof edges, protecting rafters and providing a durable, low-maintenance appearance.
  • Click-Laminate Flooring: A floating floor system where planks interlock mechanically without glue or nails, installed over an acoustic underlay for noise reduction and subfloor protection.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
