Tender Summary

Objectives

The primary objective is to appoint a qualified service provider to deliver accredited PRINCE2® Foundation and Practitioner training to one participant. The appointment seeks to equip the client with standardized, internationally recognized project management certification while complying with public procurement regulations.

Scope

The appointed provider will deliver comprehensive training services encompassing:

• Delivery of accredited PRINCE2® Foundation and Practitioner courses aligned with the latest methodology and official examination requirements.
• Provision of all necessary learning resources, including learner manuals, presentations, workbooks, case studies, and reference guides.
• Conducting instructor-led training via classroom, virtual, or hybrid delivery as directed by the client.
• Comprehensive coverage of PRINCE2® principles, practices, processes, roles, responsibilities, management products, and tailoring techniques for different project environments.
• Facilitation of interactive learning through practical exercises, simulations, group discussions, and case studies.
• Administration of pre-course readiness assessments.
• Dedicated examination preparation, including mock examinations, revision workshops, and test-taking strategies.

Technical Requirements

• Bidders must hold valid accreditation as a Project Management Institute (PMI) Authorized Partner, with documentary proof submitted with the quotation.
• All training and assessment activities must strictly follow current PRINCE2® guidelines and official examination standards.
• Quotations must comply with the Government Procurement General Conditions of Contract (July 2010).
• Submissions must be uploaded exclusively through the official procurement portal; email submissions will be rejected.
• Mandatory completion and submission of standard bid documentation, including bidder disclosure forms and preference point claim forms. Failure to submit any compulsory document results in immediate disqualification.

Skills Requirements

• Trainers must possess valid PRINCE2® accreditation and demonstrable experience in project management.
• Proficiency in instructional design and the development of high-quality, up-to-date training materials.
• Ability to facilitate instructor-led sessions across multiple delivery modes (classroom, virtual, hybrid) while maintaining engagement and knowledge retention.
• Experience in conducting diagnostic assessments, providing targeted feedback, and preparing candidates for certification examinations.
• Strong adaptability to tailor PRINCE2® frameworks to varying organizational contexts and project complexities.

• PRINCE2® (Projects IN Controlled Environments): A globally adopted project management methodology that provides a structured framework of processes, themes, and governance roles. The Foundation level validates core knowledge, while the Practitioner level assesses the ability to apply the methodology to realistic project scenarios.
• PMI Authorized Partner: An institution officially licensed by the Project Management Institute to deliver accredited training and/or administer certification exams. This credential ensures curriculum alignment with global standards.
• BBBEE (Broad-Based Black Economic Empowerment): A South African legislative framework designed to redress historical economic disparities. In this tender, it functions as a preferential procurement mechanism, awarding points based on verified black ownership (≥51%), women ownership (≥30%), and disability inclusion.
• 80/20 Preference Point System: A procurement evaluation model where 80% of the total score is allocated to price competitiveness and 20% to socio-economic transformation goals. This balances fiscal efficiency with inclusive economic participation mandates.
